EMS SYSTM-EMT-MILITARY EXPERNC

Amends the Emergency Medical Services (EMS) Systems Act. Provides that in prescribing EMT licensure testing requirements for honorably discharged members of the armed forces of the United States, the Department of Public Health shall ensure that a candidate's military emergency medical training, emergency medical curriculum completed, and clinical experience are recognized. Provides that if an EMT-B, EMT-I, or EMT-P has been actively involved in serving as an EMT in a rural area on a volunteer or paid-on-call basis, or a combination of volunteer and paid-on-call, during the period since he or she was licensed or last relicensed (whichever occurred later), the Department of Public Health shall deem that service as satisfying 50% of the number of hours of continuing education otherwise required for relicensure.

PRIVATE DETECTIVES-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

IDOT STUDY - NEW RAIL SERVICE

VEH CD-DUI TESTS BY PARAMEDICS

Amends the Illinois Vehicle Code. Removes certified paramedics from the list of persons within the State qualified to draw blood for alcohol and drug testing. Provides that a qualified person certified (instead of "trained") in venipuncture and acting under the direction of a licensed physician may withdraw blood for the purpose of determining the alcohol content therein.

VEH CD-DRIVER HISTORY REPORTS

Amends the Illinois Vehicle Code. Provides that after October 1, 2011, each person or agency requesting a driver's record shall, in addition to all other applicable fees, pay a $3 surcharge. Provides that all proceeds from this surcharge be deposited into the Fire Prevention Fund.

TIF-VILLAGE OF OHIO

Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on March 30, 1992 by the Village of Ohio must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

INC TX-IL PRODUCTS LABEL

Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2012 and ending with taxable years ending on or before December 31, 2017, an amount equal to 5% of the first $1,000,000 of retail sales by the taxpayer during the taxable year of Illinois agricultural products certified by the Illinois Department of Agriculture under the "Illinois Product" label program.

INTERSTATE EMERGENCY AID

Creates the Interstate Mutual Aid Act. Authorizes the State and units of local government to enter into mutual aid agreements with units of government from another state to provide for the coordination of communications, training, response to, and stand-by for planned events and emergency responses between the units of government. Contains provisions concerning licenses and certifications, liability, and employee benefits.
