Amends the Emergency Medical Services (EMS) Systems Act. Provides for renewal of vehicle service provider licenses at intervals determined by the Department of Public Health, which shall be not less than every 2 years (instead of annual renewals). Provides for inspection of licensed vehicle service providers at intervals determined by the Department, which shall be not less than every 2 years (instead of annual inspections).

Amends the Illinois Vehicle Code. Provides that the exception to safety belt requirements does not apply to vehicles of the fire department; vehicles of the Office of the State Fire Marshal; or ambulances, unless the delivery of life-saving measures prohibits the use of a seat safety belt. Effective immediately.
Amends the Military Code of Illinois. Deletes a provision that creates within the Department of Military Affairs an honorary regiment of Colonels known as the Governor's Regiment and that provides that the Governor, from time to time as necessary, may appoint individuals to the Regiment with the honorary title of Colonel whose accomplishments, achievements, or service have contributed to the fellowship and goodwill of the State. Provides instead that the Department of Military Affairs shall establish by rule a recognition program to allow the Governor or the Adjutant General to recognize individuals or organizations who have contributed to the advancement of the Illinois National Guard. Effective immediately.
Creates the Interstate Mutual Aid Act. Authorizes the State and units of local government to enter into mutual aid agreements with units of government from another state to provide for the coordination of communications, training, response to, and stand-by for planned events and emergency responses between the units of government. Contains provisions concerning licenses and certifications, liability, and employee benefits.
Amends the Civic Center Code. Provides that the Authority shall make buildings of a civic center organized under this Code available for emergency purposes. Provides that the Authority shall cooperate in all matters with the Illinois Emergency Management Agency, local emergency management agencies, a State-accredited emergency management agency with jurisdiction, local public health departments, the American Red Cross, and federal agencies concerned with emergency preparedness and response. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on March 30, 1992 by the Village of Ohio must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Amends the State Commemorative Dates Act. Designates the second Wednesday in May of each year as Mother Mary Ann Bickerdyke Day, to be observed throughout the State as a day set apart to honor Mother Mary Ann Bickerdyke of Galesburg, military nurses, and the contribution of nurses to the State of Illinois and the United States of America. Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Requires the charitable organization seeking an exemption from the prohibition on charitable solicitation to also provide the county or municipality, as applicable, with a list of 3 alternate solicitation locations. Provides that if the county or municipality determines that the applicant's location cannot be permitted due to significant safety concerns, such as high traffic volumes, poor geometrics, construction, maintenance operations, or past accident history, then the county or municipality may deny the application for that location and must approve one of the 3 alternate locations following the order of preference submitted by the applicant on the alternate location list. Also makes technical changes. Effective immediately.
Amends the Wildlife Code. Allows veterans that are Illinois residents to obtain an Illinois Hunter Education card after completing the online study section of the Illinois Hunter Education program and providing the Department of Natural Resources with verification of service or mobilization. Effective immediately.
Amends the School Code. Provides that, if requested, a school board is authorized to excuse a pupil from engaging in a physical education course if the pupil has an intellectual or physical disability, is participating in an athletic program outside of the school setting, and documents such participation as determined by the school board. Effective July 1, 2013.
