Amends the Illinois Vehicle Code. Provides that beginning with the 2013 registration year, in addition to the registration fees and surcharge for motor vehicles of the first division, motorcycles, motor driven cycles, and pedalcycles, a $1 surcharge shall be collected and deposited into the Fire Prevention Fund.

Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that, in July 2012, the monthly pension of a firefighter who retired on or before January 1, 1986 shall be recalculated and increased to reflect the amount that the firefighter would have received in July 2012 had the firefighter been receiving a 3% compounded increase for each year he or she received pension payments after January 1, 1986, plus any increases in pension received for each year prior to January 1, 1986. In each January thereafter, provides that he or she shall receive an additional increase of 3% of the amount of the pension then being paid. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, for a period of 10 years beginning on the effective date of the amendatory Act, new flexible fuel vehicles, as defined in provisions of the Alternate Fuels Act, new hybrid vehicles, and new electric vehicles are exempt from taxation under the Acts. Effective July 1, 2011.
Amends the Wireless Emergency Telephone Safety Act. Provides that the definition of "wireless telephone service" includes wireless enhanced 911 service, wireline enhanced 911 service, interconnected VoIP provider service as defined by the regulations set forth by the Federal Communications Commission, IP-enabled service, and prepaid wireless service. Requires that beginning on July 1, 2013, all public safety answering points must provide Phase II wireless services for at least 50% of their carriers. Further provides that surcharges collected and remitted on or after the effective date of the amendatory Act, shall be deposited into the Wireless Service Emergency Fund, totalling $0.73 per surcharge. Provides that the Wireless Service Emergency Fund is not subject to sweeps that would in any way transfer any funds into any other fund of the State. Removes a provision repealing the Wireless Emergency Telephone Safety Act on April 1, 2013. Effective immediately.
Amends the Environmental Protection Act. Decreases by $80,000 the deductible that the owners and operators of certain leaking underground storage tanks must pay in order to have their corrective action costs paid from the Underground Storage Tank Fund. Provides that if an owner or operator has already paid the higher deductible, then it is entitled to seek reimbursement from the State for the difference between the higher and lower deductible. Also makes revisory changes. Effective immediately.
Amends the Illinois Vehicle Code. Increases the fee for an original or renewal driver's license from $30 to $35. Provides that $5 of the new $35 fee shall be deposited into the Fire Prevention Fund.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning foreign fire insurance company fees.
Amends the Alternative Health Care Delivery Act. Makes a technical change in the Section concerning definitions.
Amends the Fire Investigation Act. Provides that the amount annually assessed by the Department of Insurance on every fire insurance company and entity doing any form of fire insurance business in the State of Illinois may not exceed 1% of the gross fire, sprinkler leakage, riot, civil commotion, explosion, and motor vehicle risk premium receipts (rather than motor vehicle fire risk premium receipts) of the company or entity from business done in the State.
Amends the Illinois Vehicle Code. Removes certified paramedics from the list of persons within the State qualified to draw blood for alcohol and drug testing.
