Amends the Property Tax Code. Provides that beginning July 1, 2011, supervisors of assessments in counties with a population under 150,000 shall receive a full stipend amount, supervisors of assessments in counties with a population of 150,000 or more but less than 400,000 shall receive 50% of that amount, and supervisors of assessments in counties with a population of 400,000 or more shall receive no stipend. Amends the Counties Code. Provides that beginning July 1, 2011, county treasurers, coroners, recorders, auditors, and sheriffs in counties with a population under 150,000 shall receive a full stipend amount, county treasurers, coroners, recorders, auditors, and sheriffs in counties with a population of 150,000 or more but less than 400,000 shall receive 50% of that amount, and county treasurers, coroners, recorders, auditors, and sheriffs in counties with a population of 400,000 or more shall receive no stipend. Further provides that beginning July 1, 2011, the Cook County sheriff and recorder shall receive no stipend. Amends the Clerks of the Courts Act. Provides that beginning July 1, 2011, Clerks of the Circuit Court in counties with a population under 150,000 shall receive a full stipend amount, Clerks of the Circuit Court in counties with a population of 150,000 or more but less than 400,000 shall receive 50% of that amount, and Clerks of the Circuit Court in counties with a population of 400,000 or more shall receive no stipend. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the School Code. Creates the Tuition Voucher Program Task Force to study the feasibility of a statewide tuition voucher program. Requires the State Board of Education to provide administrative and other support to the task force. Requires the task force to file a report with the Governor and the General Assembly. Sets forth topics that the report must include. Provides that upon filing its report, the task force is dissolved.
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a sexual predator to knowingly assume custody or control of a minor who was the victim of the sex offense committed by the sexual predator.
Amends the Illinois Municipal Code. Provides that any contiguous territory in a county with a population of 150,000 or more may be incorporated as a village if any part of the territory is situated within 25 miles of the Illinois state line in a county having a population, according to the 1990 federal decennial census, of at least 150,000 but less than 185,000, and a petition is filed before January 1, 2012 (now, 1998). Further provides that a specified petition to become incorporated as a village must include the name of the Homeowner's Association, if applicable.
Amends the Code of Civil Procedure provisions concerning leased premises used in furtherance of a criminal offense. Removes language that provides that a written lease shall notify the lessee that if any lessee or occupant uses or permits the use of the leased premises for the commission of a felony or Class A misdemeanor, the lessor has the right to void the lease and recover the leased premises. Removes language that the failure to include this language in a written lease or the use of an oral lease shall not waive or impair the rights of the lessor or lessor's assignee.
Amends the Counties Code. Provides that a special use may be passed at a county board meeting by a simple majority of the elected county board members, except that a written protest against any proposed special use that is either signed by the owners of at least 20% of the land to be rezoned, or signed by the owners of land immediately touching, or immediately across a street, alley, or public right-of-way from at least 20% of the perimeter of the land to be rezoned, or in cases where the land affected lies within 1.5 miles of the limits of a zoned municipality. Further provides that in those cases, a vote of three-fourths of all the members of the county board is required, but in counties where the county board consists of 3 members, only a two-thirds vote is required. Sets forth requirements concerning the written protest. Effective immediately.
Amends the Criminal Code of 1961. Exempts liquid drain cleaners from the requirements that a person seeking to purchase a substance which is regulated by Title 16 CFR Section 1500.129 of the Federal Caustic Poison Act and is required to contain the words "causes severe burns" as the affirmative statement of principal hazard on its label, must prior to taking possession: (1) provide a valid driver's license or other government-issued identification showing the person's name, date of birth, and photograph; and (2) sign a log documenting the name and address of the person, date and time of the transaction, and the brand, product name and net weight of the item.
Amends the State Property Control Act. Provides that all but one airplane and one helicopter owned by the State and not designated for emergency use are surplus property and must be sold by a competitive sealed bid method (now, a transferable airplane may be disposed of only if (i) it is no longer needed, (ii) it will not be used as a trade-in, and (iii) a public university or college offering aviation-related instruction or training has not listed its need for an airplane). Requires that the sale proceeds be deposited into the General Revenue Fund. Effective immediately.
Amends the Metropolitan Water Reclamation District Act. Makes a technical change in a Section concerning the short title.
