CRIM CD-UUW-EXEMPTIONS

Amends the Criminal Code of 1961. Exempts from the statutes concerning unlawful use of weapons and aggravated unlawful use of a weapon in relation to the carrying or possession of a concealed firearm and the carrying or possession of a firearm upon public lands in a municipality, a person licensed under the Real Estate License Act of 2000, as a real estate broker, real estate salesperson, or leasing agent, while actually engaged in the performance of his or her duties. Provides that any person so licensed must have successfully completed a course of study, approved by and supervised by the Department of Financial and Professional Regulation, consisting of not less than 40 hours of training which includes theory of law enforcement, liability for acts, and the handling of weapons.

MHDDC&SEX OFFENDER REG

Amends the Mental Health and Developmental Disabilities Code. Provides that upon admission to a mental health facility, the facility director is responsible for renewing the registration of a sex offender as defined in the Sex Offender Registration Act who is admitted on an inpatient basis. Provides that the facility director shall act in the name of the sex offender and perform the renewal duties prescribed for sex offenders under the Sex Offender Registration Act, including the payment of registration renewal fees. Amends the Sex Offender Registration Act to make conforming changes. Effective immediately.

MUNI CD-PUB SERVICE CORP

Amends the Illinois Municipal Code. Provides that a Section prohibiting certain officers and employees of a municipality from having an interest in certain contracts does not apply to a mayor who is a member of the board of an investor-owned public service corporation. Provides that a Section prohibiting certain officers and employees of a municipality from requesting, accepting, or receiving services or employment from certain public utility owners does not apply to a mayor who is a member of an investor-owned public service corporation. In a Section prohibiting a mayor or commissioner from being an official of any public service corporation at the time he or she assumes office, provides that a member of the board of an investor-owned public service corporation is not an official of a public service corporation. Effective immediately.

AUTO PURCHASE-U.S. ASSEMBLED

Creates the American-Assembled Vehicles Act. Defines "taxing body" to mean the State of Illinois and its officers and agencies, units of local government, community college districts, and school districts. Provides that any taxing body purchasing or leasing vehicles on or after the effective date of the Act must purchase or lease vehicles whose final assembly occurred in the United States and must give preference to vehicles whose final assembly occurred in Illinois. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

ENTERPRISE ZONE-EXTENSION

Amends the Illinois Enterprise Zone Act. Provides that an area is qualified to become an enterprise zone if it comprises not more than 18 square miles (now, 12 square miles). Provides that an enterprise zone shall be in effect for 55 years (now, 30 years). Authorizes the Department of Commerce and Economic Opportunity to certify an additional 10 enterprise zones between January 1, 2013 and December 31, 2022. Requires each Zone Administrator to post a copy of the enterprise zone boundaries on its website and to collect and aggregate certain information. Amends the Corporate Accountability for Tax Expenditures Act. Changes the definitions of "full-time, permanent job" and "retained employee". Amends the Illinois Income Tax Act. Eliminates the job tax credit for a taxpayer conducting business operations in an enterprise zone. Eliminates the deduction for dividends that were paid by a corporation which conducts business operations in an enterprise zone. Eliminates the deduction for interest income from a loan or loans secured by property which is eligible for the Enterprise Zone Investment Credit. Effective immediately.

DHS-HOME SRVICES-RESTRICTIONS

Amends the Disabled Persons Rehabilitation Act. Provides that a person is not eligible for employment as a personal care attendant or personal assistant under the Department of Human Services' Home Services Program if that person has been convicted of a felony, has been arrested for a criminal offense, or is an immediate family member of the individual receiving services under the Program.

PILOT PROJECT SCHOLARSHIP ACT

Creates the Pilot Project Scholarship Program Act. Provides that the State Board of Education shall establish a pilot project scholarship program and shall include in the program any school districts that are or have ever been under federal court order requiring supervision and operational management of the district by the State Board of Education. Provides that the Program shall provide for a number of students residing in any such district to receive scholarships to attend alternative schools, and for an equal number of students to receive tutorial assistance grants while attending public school in any such district. Contains provisions concerning registering schools, priorities for admission of students, implementation of the Program, and payment of scholarships or grants.

UNEMPLOY INS DEPENDENT BENEFIT

Amends the Unemployment Insurance Act. Provides that when custody of a dependent child has been determined by adjudication, the benefits available with respect to that dependent child shall be allocated according to the terms of the adjudication. Requires the Department of Employment Security to adopt rules to implement the allocation.

ABANDONED RESIDENTIAL PROP

Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.

INC TAX-RESEARCH CREDIT

Amends the Illinois Income Tax Act. Provides that the research and development credit is not subject to the Act's automatic sunset provision. Effective immediately.
