Amends the Rules of the House of Representatives of the 97th General Assembly, in provisions concerning deadlines to allow the Speaker or the Minority Leader to revise the deadlines for specified legislative actions for a specific bill or bills by filing the revision in writing with the Clerk.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly reside within 500 feet of a child counseling center. Provides that nothing in this provision prohibits a child sex offender from residing within 500 feet of a child counseling center if the property is owned by the child sex offender and was purchased before the effective date of the amendatory Act.
Amends the Election Code. Permits establishment of a county board of election commissioners, by referendum initiated by the county board, in a county that has a municipality with a municipal board of election commissioners.
Amends the Administration Article of the Illinois Public Aid Code. Provides that subject to federal approval, on or after the effective date of this amendatory Act, the LINK card issued by the Department of Human Services for the purpose of enabling cardholders to obtain SNAP (formerly food stamps) or cash benefits shall only be used for in-state transactions. Provides that the Department shall promulgate rules and regulations necessary to implement this provision.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on October 15, 2002 by the City of Rockford must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Amends the High Risk Home Loan Act. Excludes loans made under the Veteran's Administration Interest Rate Reduction Refinancing Loan program from the scope of the Act.
Amends the School Code. Creates the Tuition Voucher Program Task Force to study the feasibility of a statewide tuition voucher program. Requires the State Board of Education to provide administrative and other support to the task force. Requires the task force to file a report with the Governor and the General Assembly. Sets forth topics that the report must include. Provides that upon filing its report, the task force is dissolved.
Amends the Unified Code of Corrections. Provides that the Prisoner Review Board may, after denying parole, schedule a rehearing no later than 5 (rather than 3) years from the date of the parole denial, if the Board finds that it is not reasonable to expect that parole would be granted at a hearing prior to the scheduled rehearing date.
Amends the Smoke Free Illinois Act and the Right to Privacy in the Workplace Act to exempt from certain prohibitions against discrimination any employer that, as its primary purposes or objectives, provides medical or hospital treatment to patients who have a cancerous condition.
