Amends the Illinois Municipal Code. Provides that a municipality may prohibit any electric generating wind device from locating less than 1,400 feet from a residence within its corporate limits. Further provides that a Section concerning wind energy systems shall apply only to devices permitted after the effective date of the amendatory Act. Effective immediately.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that whenever the Department issues a copy of a license or certificate and the holder of the license or certificate is required to display it in his or her place of business, the Department shall provide a license or certificate that is printed without including the home address of the licensee or certificate holder.
Amends the Illinois Municipal Code. Provides that a Section prohibiting certain officers and employees of a municipality from having an interest in certain contracts applies only to an officer or employee who is a member of the board of an investor-owned public service corporation. Provides that a Section prohibiting certain officers and employees of a municipality from requesting, accepting, or receiving services or employment from certain public utility owners applies only to an officer or employee who is a member of an investor-owned public service corporation. In a Section prohibiting a mayor or commissioner from being an official of any public service corporation at the time he or she assumes office, defines "official of a public service corporation" to mean a member of the board of an investor-owned public service corporation. Effective immediately.
Amends the Wildlife Code. Allows veterans that are Illinois residents to obtain an Illinois Hunter Education card after completing the online study section of the Illinois Hunter Education program and providing the Department of Natural Resources with verification of service or mobilization. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.
Amends the Weights and Measures Act. Provides that weights and measures or weighing and measuring devices used for commercial or law enforcement purposes must have a Certificate of Conformance or have been certified by the Department or the city sealer on or before July 1, 2012. Provides that any apparatus certified by the Department or city sealer as of July 1, 2012 satisfies construction and installation requirements. Provides that the Department shall furnish an identification plate for registration and tracking purposes for any type of weight or measure or weighing or measuring device is impracticable to mark as required by the Act. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides that, for service on or after July 1, 2012, "compensation" does not include any overtime pay payable to an employee for personal services performed in excess of the full normal working period for his or her position. Effective immediately.
Amends the Counties Code. Provides that a notice concerning variations, special uses, or specified zoning hearings need not include a metes and bounds legal description of the property affected, provided that the notice includes: (i) the common street address or addresses and (ii) the property index number ("PIN") or numbers of all the parcels of real property contained in the affected area. Effective immediately
Amends the Higher Education Student Assistance Act. Provides that for the purpose of meeting the definition of "qualified institution" as used in provisions concerning the Monetary Award Program, a for-profit educational organization is an educational organization located in this State if the organization's main campus is physically located in this State.
Amends the Property Tax Code. Provides that beginning July 1, 2012, supervisors of assessments in counties with a population under 150,000 shall receive a full stipend amount, supervisors of assessments in counties with a population of 150,000 or more but less than 400,000 shall receive 50% of that amount, and supervisors of assessments in counties with a population of 400,000 or more shall receive no stipend. Amends the Counties Code. Provides that beginning July 1, 2012, county treasurers, coroners, recorders, auditors, and sheriffs in counties with a population under 150,000 shall receive a full stipend amount, county treasurers, coroners, recorders, auditors, and sheriffs in counties with a population of 150,000 or more but less than 400,000 shall receive 50% of that amount, and county treasurers, coroners, recorders, auditors, and sheriffs in counties with a population of 400,000 or more shall receive no stipend. Further provides that beginning July 1, 2012, the Cook County sheriff and recorder shall receive no stipend. Amends the Clerks of the Courts Act. Provides that beginning July 1, 2012, Clerks of the Circuit Court in counties with a population under 150,000 shall receive a full stipend amount, Clerks of the Circuit Court in counties with a population of 150,000 or more but less than 400,000 shall receive 50% of that amount, and Clerks of the Circuit Court in counties with a population of 400,000 or more shall receive no stipend. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
