$SUPP-DHS-WIC PROGRAM

Appropriates $197,000,000 (instead of $173,000,000) from the USDA Women, Infants and Children Fund to the Department of Human Services for grants for free distribution of food under the WIC program. Effective immediately.

INC TX-MOTOR FUEL CREDIT

Amends the Illinois Income Tax Act. Creates a credit equal to 5% of the cost of motor fuel purchased in the State by the taxpayer during the taxable year for the operation of a commercial vehicle that has 2 or more axles. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

ELECTIONS-MUNI ELECTORAL BD

Amends the Election Code. Provides that when a member of a municipal officers electoral board has a close personal or campaign relationship with the candidate whose nomination is the subject of an objector's petition, the objector may request that the chief judge of the appropriate circuit court conduct a hearing on whether the member's impartiality is impaired. Provides that the member is ineligible to serve on the board with respect to any objections to that candidate if the member's impartiality is found to be impaired.

MEDIGAP PREMIUM REIMBURSEMENT

Creates the Medigap Premium Reimbursement Act. Establishes the Medigap Premium Reimbursement Program, to be administered by the Department of Public Aid. Provides that under the program, a person who is 65 years of age or older and who purchases and pays the premiums for a policy of Medicare supplemental ("Medigap") insurance that contains a prescription drug benefit is entitled to receive $25 per month from the State for each month that he or she pays those premiums, as a reimbursement of a part of the cost of the insurance coverage.

STATE HEALTH PRGMS-FEE SCHEDUL

Amends the Comprehensive Health Insurance Plan Act, the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code to require the health insurance programs created by those Acts to use fee schedules that are competitive with those of non-governmental, third-party health insurance programs. Requires that reimbursement for any service must not be lower than Medicare reimbursement in effect on July 1, 2006. Provides that the fee schedule must be increased or decreased annually corresponding to the decrease or increase in total State tax revenue in the prior fiscal year. Requires payment for services to be made within 30 days after receipt of a bill or claim for payment. Further amends the Covering ALL KIDS Health Insurance Act. Provides that there shall be no co-payment or coinsurance for any services under the Covering ALL KIDS Health Insurance Program. Provides that the study conducted by the Department of Healthcare and Family Services must measure the effect of the Program on access to care by review of all available data, including identifying the number of physicians serving in the primary care case management program by county and, for counties with a population of 100,000 or greater, by geozip. Requires the Department to consult with stakeholders on the rules for healthcare professional participation in the Program. Sets forth provisions for healthcare professional participation and Program standards and provides that the Medicaid Advisory Committee must approve any rules implementing these provisions. Effective July 1, 2006.

ALL KIDS-AUDIT-REPORT-PREMIUMS

Amends the Covering ALL KIDS Health Insurance Act. Requires the Department of Healthcare and Family Services to annually publish in newspapers around the State the premiums or other cost sharing requirements of the Covering ALL KIDS Health Insurance Program. Requires the Department to provide a copy of all contracts awarded for the administration of the Program to certain members of the General Assembly. Requires the Auditor General to perform an annual audit of the program.
