Requests a thorough investigation by Congress of allegations of sexual harassment and sexual assault in all branches of the military and the military academies and requests that the charter of the Defense Department Advisory Committee on Women in the Services be renewed and that the committee be once again empowered with the right to advise the United States military of sexual harassment and assault.

Creates a Task Force under the Governor's office to study the availability of services for the developmentally disabled.
Creates the Equal Pay Act of 2003. Provides that no employer may discriminate between employees on the basis of sex by paying wages solely on the basis of the employee's gender. Prohibits retaliatory discharge or discrimination against an employee on the basis of the employee's use of the Act and provides for penalties for violations of the Act, including a Class B misdemeanor for retaliatory discharge or discrimination by the employer. Provides that the Director of Labor shall administer and enforce the Act. Provides that every employer subject to the Act shall preserve specified records for not less than 3 years. Provides that every employer covered by the Act shall post a notice summarizing the requirements of the Act. Provides that the Department of Labor shall conduct ongoing outreach and education efforts concerning the Act.
Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that the court may not revoke an emergency, interim, or plenary order of protection or impose sanctions against the petitioner solely for the reason that the petitioner returned to the household of the respondent or did not stay away from the respondent. Provides that if the petitioner voluntarily seeks the termination of an order of protection, he or she shall not be prohibited from filing for another order of protection against the same respondent.
