Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Provides that group and individual policies of accident and health insurance and managed care plans must provide coverage for (1) operations to implant cochlear implants and post-treatment services for children identified within one year of birth as being deaf or hearing impaired and (2) audiological services and hearing aids for children up to 18 years of age. Makes other changes.

Amends the Check Cashing Act. Provides that, if a casino-based electronic check acceptance service has taken part in a casino-based transaction involving a check that is dishonored, then a casino-based electronic check acceptance service may recover the amount of the check plus $25 from a person who writes a check for use in a casino-based transaction that is dishonored. Defines "casino-based electronic check acceptance service."
Creates the Illinois Covenants Not to Compete Act. Establishes criteria for enforceability of covenants not to compete. Creates certain rebuttable presumptions as to the enforceability of covenants not to compete. Establishes remedies and procedures for enforcing covenants not to compete. Effective January 1, 2013.
Amends the Pharmacy Practice Act. In a provision concerning dispensing prescriptions, provides that if the physician or other authorized prescriber prescribes a drug and the pharmacy dispenses a generic, then the pharmacist must notify the patient or customer when he or she is dispensing a generic drug with the same active pharmaceutical ingredient by a different manufacturer than most recently previously dispensed for the patient by that pharmacy. Effective immediately.
Amends the State Finance Act. Creates the Veterans' Prosthesis Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be used by the Department of Veterans' Affairs for the purpose of making grants to Illinois veterans to update and replace the veteran's existing prosthesis. Amends the Illinois Income Tax Act to create a tax checkoff for the Veterans' Prosthesis Fund. Effective immediately.
Amends the Health Care Justice Act. Creates the Legislative Oversight Council on Cost Feasibility for Health Care Plan Implementation for the purpose of examining various health care recommendations made by entities within the State and improving communication, accountability, and coordination efforts among the multiple systems working to strengthen the health care system in this State. Sets out the composition of the Council. Provides that the Council shall report to the General Assembly and the Governor regarding proposed or recommended changes to State-implemented health care plans and any associated costs of those changes. Provides that the Department of Public Health shall provide staff and administrative support to the Council. Contains other provisions. Effective immediately.
Amends the Township Code. Provides that the voters of a township that is in a county with a population of 2,000,000 or more inhabitants may vote to discontinue the office of Highway Commissioner, the office of the Township Assessor, or both. Provides that if the office of Highway Commissioner or Township Assessor is discontinued, the applicable county office shall assume the duties of Highway Commissioner or Township Assessor. Further provides that if the office of Township Assessor is discontinued, then the Office of the Township Collector shall also cease. Sets forth procedures for distributing the assets of the office of Highway Commissioner if the office is discontinued. Amends the Property Tax Code. Provides that if the office of Township Assessor is discontinued, then the Supervisor of Assessments or County Assessor, as applicable, shall assume the duties of the Township Assessor. Amends the Public Health District Act. Provides that if the office of Township Assessor is discontinued, then the county board members shall be the board of health for the public health district. Amends the Highway Code. Provides that if the office of Highway Commissioner is discontinued, then the county superintendent of highways or the county engineer, as applicable, shall assume the duties of Highway Commissioner. Effective immediately.
Amends the Riverboat Gambling Act. Provides that notwithstanding any other provision of the Act, no gaming positions operated within the corporate limits of the City of Chicago may be physically located within 20 miles of the gaming positions operated by a licensee that is located in the City of Des Plaines. Provides that certain admissions taxes and fees imposed under the Act on a licensee that is located in the City of Des Plaines may not be distributed to any other municipality other than the City of Des Plaines. Provides that any revenue-sharing agreement that violates this prohibition shall be considered null and void. Effective immediately.
Amends the Environmental Protection Act. Requires the Agency, in consultation with the Department of Public Health, to conduct a study describing the adverse environmental and human health impacts caused by runways and air traffic at Chicago O'Hare International Airport. Requires the Agency, when conducting this study, to pay particular attention to the impact of air pollution, noise pollution, the emission of gases and fluids by aircraft, and similar factors on the health of persons who live near Chicago O'Hare International Airport. Requires the Agency to deliver a written report of its findings to the General Assembly by no later than December 31, 2011. Effective immediately.
Amends the Illinois Municipal Code. Authorizes a mayor who deems that mob action is likely to occur at an event hosted by the municipality to: (i) enter into agreements with the necessary law enforcement agencies to deputize law enforcement personnel; (ii) change the fines for resisting a police officer or aiding escape; (iii) amend the hours that public parks, playgrounds, and other public spaces are open; and (iv) execute limited agreements with public and private entities for goods or services for security and logistics. Effective immediately.
