Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that the holder of a gift certificate issued on or after January 1, 2013 that has a balance of less than $10 must be given the option of receiving that balance in cash. Effective January 1, 2013.

Amends the Criminal Code of 1961. Provides that in addition to other elements of the offense, "mob action" includes the knowing or reckless threat of force or violence disturbing the public peace by 2 or more persons acting together and without authority of law. Increases the penalties for mob action.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires the Governor's budget to include projections of revenues and expenditures for the 5 following fiscal years. Sets forth requirements for the projections. Requires the budget for the next fiscal year separately to set forth new or expanded expenditures of $1,000,000 or more. Requires the Governor's Office of Management and Budget to review previous projections and compare them to actual revenues and expenditures. Requires the Governor to submit 5-year projections for expenditures not included in the Governor's initial budget before the General Assembly approves appropriation bills. Contains other provisions. Amends the Fiscal Note Act to require a 5-year projection of expenditures if the note indicates an increase of expenditures of $1,000,000 or more. Effective immediately.

Amends the Illinois Insurance Code. Provides that a group policy of accident and health insurance that insures unionized groups may not charge higher premiums, co-pays, or deductibles to non-unionized groups than the premiums, co-pays, and deductibles that are charged to unionized groups under the same policy.
Amends the Illinois Income Tax Act. Creates an income tax deduction for individuals and trusts and estates for any amount exceeding $2,000 expended for the purchase of a hearing aid. Effective immediately.
Creates the Illinois Covenants Not to Compete Act. Establishes criteria for enforceability of covenants not to compete. Creates certain rebuttable presumptions as to the enforceability of covenants not to compete. Establishes remedies and procedures for enforcing covenants not to compete. Effective January 1, 2012.
Amends the State Finance Act. Creates the Veterans' Prosthesis Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be used by the Department of Veterans' Affairs for the purpose of making grants to Illinois veterans to update and replace the veteran's existing prosthesis. Amends the Illinois Income Tax Act to create a tax checkoff for the Veterans' Prosthesis Fund. Effective immediately.
Designates October of 2011 as Polish-American Heritage Month in the State of Illinois and urges the citizens of this State to observe this month by learning about and commemorating the contributions of Polish Americans to our nation, our State, and our local communities.
Amends various Acts relating to the governance of State universities. Repeals provisions that permit the children of employees of a State university who have been employed by any one or by more than one State university for an aggregate period of at least 7 years to receive a 50% tuition waiver. Effective immediately.
