Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.

PRIVATE SEWAGE-LOCAL GOV REG

Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.

PROP TX-APPEALS

Amends the Property Tax Code. Provides that, at hearings before the board of review or the Property Tax Appeal Board, the assessor bears the burden of proof to establish the justness, accuracy, and reasonableness of the assessment. Effective immediately.

DOMESTIC ABUSE-TRAINING FUND

Amends the Illinois Police Training Act. Provides that the curriculum for probationary officers in all certified schools shall include specific training for responses to domestic abuse. Amends the State Finance Act to create the Domestic Abuse and Domestic Violence Police Training Fund. Provides that the Illinois Law Enforcement Training Standards Board shall make grants from the fund to approved law enforcement training academies for research, development, and implementation of curricula and improved training programs related to issues of domestic abuse and domestic violence.

AUTISM SPECTRUM DISORDERS

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.

PROP TX-SENIOR FREEZE EXEMPT

Amends the Property Tax Code. In a Section concerning the Senior Citizens Assessment Freeze Homestead Exemption, provides that, for taxable year 2007 and thereafter, the amount of the exemption is the equalized assessed value of the residence in the taxable year for which application is made minus the base amount (now, the amount of the exemption is based upon the applicant's household income). Authorizes counties to provide that if a person has been granted a Senior Citizens Assessment Freeze Homestead Exemption, then the person qualifying need not reapply for the exemption and authorizes the Chief County Assessment Officer may conduct audits of any taxpayer claiming an exemption under this Section to verify that the taxpayer is eligible to receive the exemption. Makes technical changes. Effective immediately.
