CAPITAL CRIMES LIT-EXPENSES

Amends the Capital Crimes Litigation Act. Provides that each provider of proposed capital litigation services must specify the best preliminary estimate that can be made in light of information received in the case at that point, and the provider must sign this estimate under the provisions of the Code of Civil Procedure relating to verified statements made under the penalty of perjury. Provides that a provider of proposed services must also specify (1) his or her hourly rate; (2) the hourly rate of anyone else in his or her employ for whom reimbursement is sought; and (3) the hourly rate of any person or entity that may be subcontracted to perform these services. Provides that the court must certify reasonable and necessary expenses of the petitioner for travel and per diem (lodging, meals, and incidental expenses). Provides that these expenses must be paid at the rate as promulgated by the United States General Services Administration for these expenses for the date and location in which they were incurred, unless extraordinary reasons are shown for the difference. Provides that if the State Treasurer finds within 14 days of his or her receipt of a certification that the compensation and expenses to be paid are unreasonable, unnecessary, or inappropriate, he or she may return the certification to the court setting forth in detail the objection or objections with a request for the court to review the objection or objections before resubmitting the certification. Provides that the State Treasurer may only seek a review of a specific objection once. Provides that the claimant has 7 days from his or her receipt of the objections to file a response with the court. Provides that with or without further hearing, the court must promptly rule on the objections.

CIRCUIT BREAKR-APPLICATION-FEE

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that a person may not under any circumstances charge a fee to a claimant for assistance in completing an application form for a property tax relief grant or pharmaceutical assistance under the Act. Effective immediately.

CHARITY-FIN STMT TO ATTGEN

Amends the Solicitation for Charity Act. Provides that a charitable organization registered pursuant to the Act that receives in any 12 month period ending upon its established fiscal or calendar year contributions in excess of $300,000 shall file a written report with the Attorney General which shall include a financial statement covering the immediately preceding 12 month period of operation (now, in excess of $150,000).

BONDS-LOCAL GOV-WASTEWATER

Amends the Build Illinois Bond Act. Provides that certain bonds that may currently be used for loans or grants to units of local government for wastewater facilities may also be used for grants to serve unincorporated areas. Amends the Environmental Protection Act. Provides that the Environmental Protection Agency is authorized to distribute grants to units of local government for financing and construction of wastewater facilities (instead of "municipal wastewater facilities") in both incorporated and unincorporated areas. Effective immediately.

PROP TAX-BD REVIEW-ADJOURNMENT

Amends the Property Tax Code. In counties of less than 50,000, provides that the final adjournment of the board of review shall be no later than March 15 of the following year (instead of September 7). Eliminates final adjournment dates for other counties. Effective immediately.

ST POLICE-CYBER GANG UNIT

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. In a Section concerning the creation and operation of a Cyber Gang Unit (instead of Internet Gang Crime Units), allocates moneys to the Lake County Metropolitan Enforcement Group (instead of to the Cook County Sheriff's Office, the City of Danville Police Department, and the Village of Round Lake Heights Police Department). Provides that the Cyber Gang Unit Pilot Program terminates on July 1, 2012 (instead of 2010). Imposes conditions on any rulemaking authority. Effective immediately.

EPA-HEALTH FACILITIES-DRUGS

Amends the Environmental Protection Act. Provides that no health care institution, or any employee, staff person, contractor, or other person under the direction or supervision of a health care institution, may discharge, dispose of, flush, pour, or empty any unused medication into a public wastewater collection system or a septic system. Defines "health care institution" and "public wastewater collection system". Makes a violation a petty offense subject to a $500 fine.

ST POLICE-MISSING SENIORS

Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.

EDUC LABOR REL-CHARTER SCHOOLS

Amends the Charter Schools Law of the School Code and the Illinois Educational Labor Relations Act. Provides that a charter school shall comply with all provisions of the Illinois Educational Labor Relations Act; which is declaratory of existing law. Provides that "educational employer" under the Illinois Educational Labor Relations Act includes the governing body of a charter school; which is declaratory of existing law.

DPT VET AFF-WAR ON TERROR COMP

Creates the War on Terrorism Compensation Act. Provides that every person who has served on active duty with the armed forces of the United States on or after September 11, 2001 and prior to such time as Congress declares such persons ineligible for the Global War on Terrorism Expeditionary Medal or the Global War on Terrorism Service Medal is entitled to receive compensation of $100 for such service if he or she had been a resident of the State of Illinois for at least 12 months immediately preceding the time he or she entered such service and meets certain other requirements. Provides that no payment may be made to any person who, though in such service: did civilian work at civilian pay; did not serve at least 30 consecutive or 60 nonconsecutive days outside the United States or its territories; or has received from another state a bonus or compensation of like nature. Provides that applications for compensation must be made to the Department of Veterans' Affairs. Effective immediately.
