CONCEALED CARRY-PUBLIC TRANSIT

Amends the Firearm Concealed Carry Act. Eliminates provision that prohibits a concealed carry licensee from knowingly carrying a firearm on or into any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds.

RECALL MAYORS

Amends the Municipal Code and the Revised Cities and Villages Act of 1941. Establishes a procedure for an election to recall mayors and village presidents. Effective immediately.

SNOW REMOVAL LIABILITY LIMITS

Creates the Snow Removal Service Liability Limitation Act. Provides that any provision in a snow plow and de-icing services contract that purports to indemnify or hold harmless a promisee from or against liability for loss or damage resulting from the negligence or omissions of the promisee is against the public policy of this State and is void and unenforceable. Effective immediately.

LOTTERY-INTERNET PILOT PROGRAM

Amends the Illinois Lottery Law. Makes the Internet pilot program, which allows the sale of lottery tickets over the Internet, a permanent program. Removes provisions concerning the Internet Lottery Study Committee. Effective immediately.

HIGHER ED-IN-STATE STUDENT AID

Amends the University of Illinois Act, Southern Illinois University Management Act, Chicago State University Law, Eastern Illinois University Law, Governors State University Law, Illinois State University Law, Northeastern Illinois University Law, Northern Illinois University Law, and Western Illinois University Law. Provides that notwithstanding any other provision of law to the contrary, a student who meets the requisite requirements concerning being deemed an Illinois resident for tuition purposes is eligible to apply or receive consideration for any student aid or benefit funded or administered by the State, State agencies, public institutions, or the university, including scholarships, grants, awards, stipends, room and board, tuition waivers, or other financial or in-kind assistance, but excluding Monetary Award Program grants.

TOWNSHIPS-ROAD BUDGETS

Amends the Township Code. Provides that tentative budgets for specified road districts shall be subject to a public hearing and public inspection prior to adopting. Further provides that the township board may adopt all or part of the tentative budget and appropriation ordinance for road purposes and levy the amount determined by the board (currently, the township board shall adopt all the tentative budget and appropriation ordinance and levy the amount determined by the highway commissioner). Effective immediately.

CONCEALED CARRY-PARKING LOT

Amends the Firearm Concealed Carry Act. In the provision that a licensee may carry a concealed firearm in the immediate area surrounding his or her vehicle within a prohibited parking lot area only for the limited purpose of storing or retrieving a firearm within the vehicle's trunk, deletes language that the licensee must ensure that the concealed firearm is unloaded prior to exiting the vehicle. Effective immediately.
