Amends the Animal Welfare Act. Prohibits an animal shelter or animal control facility from adopting out any dog or cat that has not been sterilized in a manner acceptable to the Department of Agriculture, unless certain conditions have been expressly agreed to by the adopting owner prior to the adoption. Prohibits the release of any animal by an animal shelter or animal control facility to an individual representing an animal shelter, unless the animal shelter has been licensed or has a foster care permit issued by the Department or the individual is a representative of a not-for-profit, out-of-State organization. Effective immediately.

Amends the Private Sewage Disposal Licensing Act. Defines "off-lot discharging private sewage disposal system". Provides that every owner of an off-lot discharging private sewage disposal system must file a "Notice of Intent" with the Department of Public Health to allow coverage of the system under the blanket National Pollutant Discharge Elimination System (NPDES) permit of the State. Effective immediately.
Urges the United States Congress, the United States Department of Transportation, and the United States Department of Homeland Security to rectify safety concerns that arise from trains blocking railroad crossings in municipalities for lengthy periods of time.
Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
Amends the Child Labor Law. Makes a technical change in a Section concerning restrictions on the employment of a minor under 16 years of age.
Amends the Criminal Code of 1961. Provides that possession by a defendant of 100 or more items of child pornography is prima facie evidence that the defendant possessed those items with the intent to disseminate them.
Directs the Auditor General to audit the Illinois Department of Central Management Services' decisions in connection with the joint procurement of bulk rock salt for the State and certain other units of government.
Designates the week of October 5-11, 2008 as Illinois Bullying Prevention Awareness Week in the State of Illinois.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "conviction".
Amends the Build Illinois Bond Act. Provides that certain bonds that may currently be used for loans or grants to units of local government for wastewater facilities may also be used for grants to serve an unincorporated area in a county over 400,000 in population. Effective immediately.
