Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the amount of unused sick time that may be included in calculating the retirement pension is a maximum of 340 days (rather than 244 days). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Chicago Park District Article of the Illinois Pension Code. Provides that none of the benefits provided for in the Article shall be paid to any person who is convicted of any misdemeanor or felony relating to or arising out of or in connection with any attempt to defraud the Fund. Provides that the provisions related to fraud shall not operate to impair any contract or vested right previously acquired under any law or laws continued in the Article, nor to preclude the right to a refund.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Allows a fireman, prior to retirement on annuity, to elect to take a lesser amount of annuity and provide, with the actuarial value of the amount by which his or her annuity is reduced, a reversionary annuity for a spouse. Provides that a fireman exercising the option to provide a reversionary annuity may not reduce his or her annuity by more than $400 per month or elect to provide a reversionary annuity of less than $100 per month. Provides that a reversionary annuity shall begin on the day following the death of the annuitant and shall continue monthly thereafter until the death of the reversionary annuitant. Provides a method for calculating the amount of the reversionary annuity. Amends the State Mandates Act to require implementation without reimbursement.

Amends the Property Tax Code. In provisions concerning the fraternal organization assessment freeze, adds fraternal organizations that are exempt under Section 501(c)(3) of the Internal Revenue Code (now, only Section 501(c)(10)) and removes the requirement that the organization must prohibit the use of alcohol on the property. Begins in taxable year 2010.

Appropriates $10,000,000, or so much of that amount as may be necessary, from the Capital Development Fund to the Capital Development Board for a grant to the Village of Orland Park for transportation projects. Effective July 1, 2009.
Changes the date of the report required by House Joint Resolution 75 from February 28, 2010 to March 21, 2010.
