Amends the Cook County and Cook County Forest Preserve Articles of the Illinois Pension Code. Provides that the multiplier for the years 2013 through 2015 is 2.25 and for the years 2016 through 2019 is 3.00. Provides that, beginning with the year 2020 and each year thereafter, the county and forest preserve district shall levy a tax annually upon all taxable property within the district at a rate that will produce a sum that, when added to the amounts deducted from the salaries of the employees or otherwise contributed by them and revenues from other sources, will equal a sum sufficient to meet the annual actuarial requirements of the pension fund as determined by a qualified actuary retained by the pension fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the State Comptroller Act. Authorizes the State Comptroller to create, administer, manage, and operate a supplemental employee deferral plan to supplement and enhance the retirement income of employees of public school districts and community colleges. Sets forth the requirements for a supplemental employee deferral plan.

Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Changes the general primary election from the third Tuesday in March of even-numbered years to the third Tuesday in September of even-numbered years. Makes conforming changes with respect to printing and mailing of legislators' newsletters and brochures. Effective immediately.

Amends the Payday Loan Reform Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Pension Code. Provides that if a member or participant of a retirement system or pension fund subject to this Code is receiving a retirement annuity or retirement pension under that system or fund and becomes a member or participant of any other system or fund created by this Code and is employed on a full-time basis, then the person's retirement annuity or retirement pension under that system or fund shall be suspended during that employment. Effective July 1, 2011.
Amends the State Employees Group Insurance Act of 1971. In a provision concerning health benefits for TRS benefit recipients and TRS dependent beneficiaries, provides that the State may not change the benefits provided, retired member contributions required, or healthcare providers authorized or prohibited unless (i) the Teacher Retirement Insurance Program Committee has formally met to review that change at least 30 days before its implementation or (ii) the Director of Healthcare and Family Services declares in writing that an emergency change must be made and forwards, as soon as practical, a copy of that declaration to the Committee along with a written explanation specifying why the emergency change was needed. Specifies that if the Director makes an emergency declaration, then the Committee shall be convened to review the emergency changes within 30 days after receiving the declaration. Effective immediately.
