Amends the State Employees Group Insurance Act of 1971. Provides that eligibility to participate in the program of health benefits for community college benefit recipients and community college dependent beneficiaries shall be determined by the appropriate community college and the determination will be provided to the State Universities Retirement System (was, determined by the State Universities Retirement System). Provides that nothing in provisions concerning the program of health benefits for community college benefit recipients and community college dependent beneficiaries and contribution to the Community College Health Insurance Security Fund establishes a duty on the part of the State Universities Retirement System to certify, verify, audit, or otherwise ensure the appropriateness or adequacy of the information received from the community colleges. Amends the Illinois Pension Code. Specifies that provisions concerning approval of travel or educational missions do not apply to expenses necessarily incurred in the State of Illinois for attending board or board committee meetings, ethics training, or fiduciary training. Makes changes concerning an annual report to the Governor identifying economic opportunity investments made by pension funds. Makes changes concerning the appointment and election of trustees of the Board of Trustees of the State Universities Retirement System. Effective immediately.

Amends the Cook County Article of the Illinois Pension Code. Removes a provision that required the chief legal officer of Cook County to be the legal adviser for the Board of Trustees of the Cook County Employees' and Officers' Annuity and Benefit Fund. Authorizes the Board of Trustees to employ an attorney to advise it in all legal matters.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the Metropolitan Water Reclamation District.
Amends the Metropolitan Water Reclamation District (MWRD) Article of the Illinois Pension Code. Provides that an employee who first enters service on or after January 1, 2012 and becomes disabled shall, on and after the 31st day of disability (rather than the 31st after which he or she last worked), be entitled to ordinary disability benefits during the remainder of that disability (instead of only after having exhausted his or her sick leave). Provides that if employee contributions in the account of an employee who enters service after the effective date of the amendatory Act have not, before his or her death and the death of his or her spouse, been paid as a retirement, spouse's, or child's annuity, then a refund shall be paid in an amount equal to the excess of the contributions over the amounts paid on those annuities, without interest. Specifies that if there are surviving children of the employee or annuitant who are eligible for a child's annuity, then that refund may not be paid until the youngest eligible child reaches age 23. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that the minimum widow's annuity for the surviving spouse of a fireman who first became a participant before January 1, 2011 is 50% of the fireman's earned annuity on the date of death. Provides that act of duty annuities are not payable to the spouse of a fireman if the fireman was receiving disability benefits when he or she died but died of an intervening illness or injury unrelated to the injury or illness that prevented him or her from returning to service. Requires the city council to levy a tax annually at a rate on the dollar of the assessed valuation of all taxable property that will produce when extended an annual amount that is equal to (1) the normal cost to the Fund, plus (2) an annual amount sufficient to bring the total assets of the Fund up to 60% of the total actuarial liabilities of the Fund by the end of fiscal year 2035, 80% by the end of fiscal year 2055, and 90% by the end of 2065 (instead of 90% by the end of 2040). Provides that firemen who first became participants before January 1, 2011 are eligible for 3% automatic annual increases. Requires additional employee contributions. Authorizes automatic annual increases in the annuities of widows of firemen who first became participants before January 1, 2011. Reduces the amount of annuities awarded to spouses, children, and parents of firemen who first became or become participants after January 1, 2011. Amends the State Mandates Act to require implementation without reimbursement.
Amends the School Code. Provides that if there are 3 or more elementary school districts in a township that are subject to the jurisdiction of the trustees of schools of that township, then no 2 trustees shall reside in the same elementary school district (instead of providing that if there are 3 or more school districts in a township that are subject to the jurisdiction of the trustees of schools of that township, then no 2 trustees shall reside, when elected, in the same school district), with an exception.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate teachers.
Amends the Illinois Hazardous Materials Transportation Act, the Hazardous Materials Emergency Act, and the Hazardous Material Emergency Response Reimbursement Act. Changes the definition of "hazardous material" to include natural gas, natural gas liquids, and liquefied natural gas.
