Amends the Illinois Pension Code. Makes a technical change in a Section concerning State employees.
Amends the Public Community College Act. Prohibits residence within a community college district or outside a community college district from being considered in determining whether to retain or not retain any employee of a community college or in assigning, promoting, or transferring an employee (now, permitted if employed on or after July 1, 1977 or after the adoption by the community college board of a resolution making residency within the district a condition of employment). Amends the State Mandates Act to require implementation without reimbursement.
Amends the Metropolitan Civic Center Support Act. Provides that, if the State has issued its bonds on behalf of a local Civic Center Authority to help fund the construction of the Authority's facilities, if those bonds have been outstanding for at least 10 years, and if the board of trustees or the city council of the village or city where the Civic Center Authority is located makes a finding in a duly adopted ordinance that it is no longer feasible to operate or cause the facilities of the Authority to be operated in such a manner that, collectively, they will earn sufficient revenues for the Authority to pay all of its operating costs, then the board of trustees or city council may, at its option, apply to the State for relief from the terms of Support Agreements between the State and the Authority. Sets forth procedures for application, payment of principal and interest, deposits for payments, and dissolution of the Civic Center Authority. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate teachers.
Amends the State Employees Article of the Illinois Pension Code. Provides that a person employed by the Illinois State Toll Highway Authority in the position of carpenter shop manager or carpenter shop supervisor on the effective date of the amendatory Act who has creditable service established in the position of structural H-4, structural H-6, painter H-4, or painter H-6 on or before that effective date shall have service in a position of structural H-4, structural H-6, painter H-4, or painter H-6 converted to alternative formula service credit upon the member submitting written application with the System. Exempts the change from the provisions concerning new benefit increases. Effective immediately.
Amends the Illinois Pension Code. Requires the Judges Retirement System of Illinois to automatically enroll its newly eligible employees in a self-managed program of retirement benefits instead of the program of retirement benefits currently offered and allows currently eligible employees to elect to participate in the self-managed program. Provides that a self-managed plan shall authorize a participating employee to accumulate assets for retirement through a combination of employer and employee contributions that may be invested at the employee's direction in mutual funds, collective investment funds, or other investment products and used to purchase annuity contracts. Provides that, to the extent that the changes made by the amendatory Act are determined to be a new benefit increase, the changes are exempt from the 5-year expiration provision. Effective immediately.
Appropriates $10,000,000, or so much of that amount as may be necessary, from the Capital Development Fund to the Capital Development Board for a grant to the Village of Tinley Park for transportation projects. Effective July 1, 2009.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the Illinois Municipal Retirement Fund.
Amends the Illinois Public Labor Relations Act. Exempts the changes made to the Illinois Pension Code under this amendatory Act from provisions providing that, if there is a conflict between the Act and any other law, the provisions of the Act or any collective bargaining agreement negotiated under the Act shall prevail and control. Amends the General Assembly, State Employees, State Universities, Downstate Teachers, and Judges Articles of the Illinois Pension Code (the 5 State-funded Retirement Systems). Adds different provisions concerning retirement benefits applicable to persons hired on or after August 1, 2010 (later entrants), including provisions concerning creditable service, conditions for eligibility for a retirement annuity, amount of retirement annuities, alternative forms of retirement annuities, annual increases, employee contributions, refunds, and re-entry after retirement. Effective immediately.
