Amends the Downstate Police Article of the Illinois Pension Code. Removes language that provides that beneficiaries shall be paid pro rata from the available funds if there is not sufficient money in the fund to pay the benefits under the Article. Effective immediately.

Amends the Chicago Teacher Article of the Illinois Pension Code to increase the minimum total survivor's pension to 50% of the earned retirement pension for survivors of members who died before January 1, 1987. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. For fiscal year 2011, provides that for a TRS benefit recipient who is at least 65 years old, who is not Medicare primary, who has been a legal resident of Illinois since at least July 1, 2009, and who selects the major medical coverage program when a managed care program is accessible, the premium shall not exceed 90% of the premium actually charged in Fiscal Year 2010. Effective immediately.

Amends the Real Estate License Act of 2000. Changes references to (1) the Commissioner of Banks and Real Estate to the Secretary of the Department of Financial and Professional Regulation and (2) the Office of Banks and Real Estate to the Department of Financial and Professional Regulation. Changes provisions concerning the application process for a leasing agent license. Requires a managing broker to be licensed by the Department. Specifies the requirements for an applicant to be licensed as (1) a salesperson, (2) a broker, and (3) a managing broker. Changes provisions concerning the examination of certain applicants. Adds provisions concerning the transition (1) from a salesperson to a broker license and (2) to a managing broker license. Changes provisions concerning continuing education requirements for specified licensees. Adds provisions concerning advertising by licensees. Adds provisions concerning the duties of licensees representing clients. Changes provisions concerning the disclosure of a licensee acting as an agent for a consumer. Amends the Regulatory Sunset Act to change the repeal date of the Act from January 1, 2010 to January 1, 2020. Makes other changes. Effective December 31, 2009.
Amends the Transportation Article of the School Code. Provides that a school board shall provide free transportation for pupils residing at a distance of one mile (instead of one and one-half miles) or more from school. Makes related changes in provisions concerning transportation of pupils less than that distance from school, pupils attending a charter school or nonpublic school, and reimbursement of a custodian of a qualifying pupil for transportation expenses paid by the custodian. Effective July 1, 2009.
