Creates the Illinois Ex-Offenders Employment Stabilization Act. Provides that the Department of Employment Security shall establish a grant program titled the Illinois Ex-Offenders Employment Stabilization Program. The program applies to local governments where the number of residents under State community correctional supervision is 10, 000 or more and with a recidivism rate of 25% or more. Provides that the Governor shall appoint an Ex-Offenders Employment Stabilization Program Advisory Board, which shall prepare and recommend rules for the program, determine criteria and procedures for grant awards, review grant applications, and make recommendations to the Department concerning grant awards. Provides requirements for grant proposals. Provides that funds may be appropriated to the Department to pay its costs of administering the program. Effective immediately.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall develop standards of payment of direct care staff for individuals with developmental disabilities that shall provide for an increase in wages paid to direct care staff employed on the effective date of this amendatory Act. Provides that each facility providing care for individuals with developmental disabilities must provide for such an increase in wages. Effective July 1, 2003.
Amends the Illinois Public Aid Code. In provisions concerning the 60-month limitation on the receipt of TANF assistance, requires the Department of Human Services to notify recipients of the approaching expiration of the 60-month period and to schedule meetings with recipients and take other actions, including making referrals for job placement or training and determining whether an exception to the 60-month limitation applies. Effective immediately.
Amends the Illinois Housing Development Act. Authorizes the Illinois Housing Development Authority to develop and implement a program of financial assistance to recently hired Illinois teachers purchasing their first primary residence. Limits the program to teachers employed by school districts defined by the State Board of Education as financially needy or experiencing a teacher shortage. Limits eligibility to public school teachers with no more than 2 years of employment as teachers who commit to teach in their school district for at least 3 years after their closing date. Effective July 1, 2003.
Creates the Fair Credit Reporting Act and amends the Public Utilities Act. Directs the Illinois Commerce Commission to regulate the business of credit reporting agencies. Directs the Commission to investigate complaints against credit reporting agencies and to host public hearings. Provides for a civil penalty of up to $1,000 for a credit reporting agency's willful or negligent failure to resolve a consumer's complaint in a timely manner. Imposes certain requirements on credit reporting agencies. Provides that the federal Fair Credit Reporting Act governs matters not addressed by the Illinois Act.
Amends the Illinois Century Network Act. Makes a technical change in a Section concerning legislative findings.
Appropriates $10,000,000 from the Capital Development Fund to the Capital Development Board for a grant to Chicago State University for all costs associated with construction of a Convocation Center. Effective July 1, 2003.
Amends the Department of Public Health Powers and Duties Law of the Civil Administration Code of Illinois. Authorizes the Department to make grants, subject to appropriation, for Sarcoidosis disease research.
Creates the Childhood Hunger Relief Act and amends the School Breakfast and Lunch Program Act. Requires the board of education for certain school districts to utilize available federal funding to establish a school breakfast program and a summer food service program. Provides that applications for participation in the school food programs shall be filed with the State Board of Education and information about the child's status shall be provided by the Department of Human Services upon written request. Makes changes concerning the breakfast incentive program. Effective immediately.
Amends the Property Tax Code. In provisions concerning the notice of tax sale and redemption rights and the notice of expiration of the period of redemption from the sale, changes the form of the notices with respect to contacting the county clerk for further information about the notices. Effective immediately.
