Amends the State Prompt Payment Act. Provides that a voucher for payment submitted by an official or agency to the Comptroller for payment to a small business, a not-for-profit entity, or a health care provider must be given priority in payment.

Amends the Children and Family Services Act and the Emancipation of Mature Minors Act. Changes the short title of the latter Act to the Emancipation of Minors Act. Provides for the partial emancipation of homeless minors. Authorizes the Department of Children and Family Services to license youth transitional housing programs to provide services, shelter, or housing to homeless minors. Effective immediately.
Amends various Acts relating to the governance of the public universities in Illinois. Provides that the board of trustees of each university shall offer 100% tuition discounts (instead of 50% tuition waivers) for undergraduate education to the children of employees who have been employed by any one or more of these universities for at least 7 years. Requires 100% tuition discounts to also be offered to the spouses and domestic partners of these employees. Includes retired employees as university employees for the purpose of these provisions. Effective immediately.
Appropriates $1,000,000 to the State Board of Education for the Digital Classroom Grant Program. Effective July 1, 2003.
Amends the Department of Public Health Act. Provides that the Department of Public Health shall fund an HIV/AIDS community service pilot program in the African-American communities of the State. The program shall include HIV primary care, HIV counseling and testing, case management services, prevention case management services, and street outreach services.
Amends the Mental Health and Developmental Disabilities Code. Makes technical changes in a Section concerning the short title of the Code.
Amends the AIDS Confidentiality Act. Provides that no health care provider (rather than no physician) may order an HIV test without making specified information available to the person tested. Provides that testing shall be conducted in accordance with the guidelines of the Centers for Disease Control and Prevention. In provisions allowing a physician to notify the spouse of the test subject if the test result is positive and has been confirmed, deletes a requirement that the confirmation must be by a Western Blot Assay or more reliable test. In provisions providing that a health care provider who ordered the test of a minor under 18 years of age shall make a reasonable effort to notify the minor's parent or legal guardian under specified circumstances if the minor's test result is positive and has been confirmed, deletes a requirement that the confirmation must be by a Western Blot Assay or more reliable test.
Appropriates $2 from the General Revenue Fund to the Department of Human Services to fund an increase in wages paid to direct care staff for individuals with developmental disabilities. Effective July 1, 2003.
Amends the Code of Civil Procedure. Makes technical changes in a Section concerning nonjoinder and misjoinder of parties.
Amends various Acts relating to the governance of the public universities in Illinois. Provides that the board of trustees of each university shall offer 50% tuition discounts (instead of 50% tuition waivers) for undergraduate education to the children of employees of a public university in Illinois who have been employed by any one or more of these universities for at least 7 years. Includes as "university employees" retired employees, persons employed within any of the 4 divisions of the Department of Natural Resources under the authority of the Board of Natural Resources and Conservation, and persons employed with the State Universities Civil Service System or the State Universities Retirement System. Effective immediately.
