Creates the State Employee Maternity, Paternity, and Adoption Leave Act. Provides that all State employees who provide proof of their pregnancy or that of their female partner at least 30 days before the expected due date are eligible for 6 weeks (30 work days) of paid maternity leave or paternity leave. Provides that all State employees are eligible for 6 weeks (30 work days) of paid leave with a new adoption provided that the employee can show that the formal adoption process is underway. Defines "State employee". Effective immediately.

Amends the Illinois Fertilizer Act of 1961. Provides that inspection fees for all commercial fertilizers and custom mixes shall be $1 per ton (up from 25¢ per ton). Provides that seven-eighths (up from one-half) of the $1 per ton inspection fee shall be paid into the Fertilizer Control Fund. Provides that not less than 50% of the funds appropriated to the fertilizer research and education program shall be used for projects designed to avoid or reduce water pollution that may arise from the use of fertilizer in agriculture. Increases the Fertilizer Research and Education Council members to 15 (up from 9) and provides qualifications for the additional members. Makes other changes. Effective January 1, 2012.

Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning deposits of fees.

Creates the Educational Ethics Act. Provides that no person holding an elected or appointed position with a school board, a regional office of education, a local school council, or any other entity with the power to designate, approve, refer, or otherwise influence the award of contracts with any State or local governmental educational entity may (1) solicit or receive any remuneration from an entity or individual whom he or she knows or should have known to have a legislative, economic, or direct pecuniary interest in such contract; (2) accept compensation for performance of his or her duties in the position, with exceptions; or (3) accept any economic opportunity under circumstances in which he or she knows or should know that there is a possibility that the opportunity is being afforded with the intent to influence his or her conduct in the performance of his or her official duties. Provides that whoever knowingly solicits, receives, offers, or pays any remuneration, compensation, gifts, or other economic opportunity in return for (i) referring, recommending, or otherwise assisting in the procurement of State or local government educational contracts or (ii) purchasing, leasing, ordering, arranging for, or otherwise recommending the purchasing, leasing, or ordering of any other good, facility, service, or item via a contract with a State or local governmental educational entity shall be barred from any further contracts or business with a State or local governmental educational entity. Sets forth certain meal and consulting exceptions. Requires specified disclosures to the Office of the Attorney General.

Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the definition of "care and custody".

Amends the Counties Code. Makes a technical change in a Section concerning powers of counties.

Amends the Illinois Banking Act. Provides that no financial institution shall require a person that does not have an account with the financial institution to pay any charge, fee, penalty, or other amount for the cashing of a check drawn on an account held at the financial institution. Effective immediately.

Creates the Brownfields Redevelopment and Intermodal Promotion Act. Provides that the incremental income tax attributable to a new employee of an individual, partnership, corporation, or other entity that is employed within the South Suburban Intermodal Redevelopment Zone shall be deposited into the South Suburban Intermodal Redevelopment Zone Fund. Sets forth the boundaries of the South Suburban Intermodal Redevelopment Zone. Provides that moneys in the South Suburban Intermodal Redevelopment Zone Fund shall be used to fund eligible projects within the South Suburban Intermodal Redevelopment Zone. Sets forth limits on expenditures from the South Suburban Intermodal Redevelopment Zone Fund. Contains other provisions. Amends the State Finance Act to create the South Suburban Intermodal Redevelopment Zone Fund as a special fund. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that "federally qualified health center" also means a health care practitioner in an individual or group practice as set forth under the federal Social Security Act. Effective July 1, 2012.
