Appropriates $20,296,300 from the General Revenue Fund to the Department of Human Services for the ordinary and contingent expenses of the Tinley Park Mental Health Center. Effective July 1, 2012.
Amends the Public Utilities Act. Provides that notwithstanding any other provision of the Act, no electric or gas public utility shall disconnect service to a residential customer or consider a residential customer in violation of his or her deferred payment arrangement if the residential customer has made the required payment by or on the due date, but his or her payment was not recorded as made on time as a result of a policy or a technical error on the part of the electric or gas public utility. Provides that "payment by or on the due date" includes payment at any time on the day on which the required payment is owed.
Creates the Oral Health Act. Contains only a short title provision.
Amends the School Code. Makes a technical change in a Section concerning alternative teacher certification.
Honors the members of the National Black Agenda Convention for their work in addressing issues that affect the Black community in the United States and welcomes the members of the convention's committees and their guests to the State of Illinois.
Congratulates the congregation of Resurrection House Baptist Church on the occasion of the dedication of the church's new building.
Congratulates Carl L. White, Jr. on the occasion of his 34th pastoral anniversary.
Mourns the death of Marvin Brown Bey.
Mourns the death of Roger E. Walker Jr.
Amends the Criminal Identification Act. Provides that criminal records sealed by the Department of State Police may be disseminated by the Department only to the arresting authority, the State's Attorney, and the court upon a later arrest for the same or similar offense or for the purpose of sentencing for any subsequent felony. Strikes provision that permitted the dissemination to other parties of criminal records sealed as required by law.
