Amends the Illinois Sexually Transmissible Disease Control Act. Provides that the Department of Public Health, in consultation with the Department of Corrections and local health departments, shall develop and implement written procedures that establish a process for confidentially notifying and recommending sexually transmissible disease testing of (1) contacts in the community of a prisoner diagnosed with a sexually transmissible disease and (2) prisoners whose contacts in the community or in the prison have been diagnosed with a sexually transmissible disease. Sets forth requirements concerning the process. Effective immediately.

Amends provisions of the Illinois Vehicle Code limiting, to no more than 10% of the annual proceeds of the Illinois Fire Fighters' Memorial Fund, the use of the Fund for exhibits for and the maintenance of the Illinois Fire Fighter Museum. Provides that the limit may be exceeded to pay for emergency repairs related to the structural stability of the Illinois Fire Fighter Museum.

Amends the Illinois Youth and Young Adult Employment Act of 1986. Changes the short title to the Illinois Veteran, Youth, and Young Adult Conservation Jobs Act. Defines "managing supervisor" and "veteran". Provides that funding for the Act shall be from any State or federal funds or grants or other funding received by the Department of Natural Resources. Provides that the Illinois Young Adult Conservation Corps shall be limited to citizens of the State who at the time of enrollment are 18 through 25 years of age and who are unemployed and the Illinois Veteran Conservation Corps shall be limited to citizens of the State who are unemployed veterans. Provides that the Illinois Youth Recreation Corps programs shall provide conservation or recreational opportunities and the Illinois Veteran Recreation Corps is established to make grants to local sponsors to provide wages to veterans of any age operating and instructing in conservation or recreational programs. Provides that the ratio of youth and veteran employees enrollees to a managing supervisor must not be less than 10 to one for any local sponsor with a total number of youth and veteran employee enrollees of 10 or more, and that any local sponsor program with a total number of youth and veteran employee enrollees of less than 10 must be limited to one managing supervisor. Makes other changes. Also amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois, the Department of Veterans Affairs Act, and the Clerks of Courts Act. Effective immediately.

Congratulates Mary B. Reaves on the occasion of her retirement as Vice President of Student Affairs and Dean of Students of Prairie State College.

Congratulates the employees and administration of the Dolton Park District as they commemorate 85 years of service to the residents of Dolton.

Congratulates the members and staff of Covenant United Church of Christ on their 16th anniversary.

Congratulates the Republic of China (Taiwan) on its successful presidential and parliamentary elections and on the re-election to a second term of President Ma Ying-jeou and on the 20th anniversary of its participation in the Asia-Pacific Economic Cooperation (APEC) forum to increase Taiwan's international space and contribution to the global community. Affirms support for the meaningful participation of Taiwan in the United Nations Framework Convention on Climate Change (UNFCCC) and the International Civil Aviation Organization (ICAO) with observer status.
