Amends the Illinois Horse Racing Act of 1975. Removes the 3-year limitation on the authorization to conduct advance deposit wagering. Effective immediately.
Amends the State Finance Act. Provides that, on July 1, 2012, the State Comptroller shall direct and the State Treasurer shall transfer the remaining balances of the Energy Initiatives Revolving Fund, the Minority and Female Business Enterprise Fund, and the Paper and Printing Revolving Fund into the General Revenue Fund. Provides that, upon completion of those transfers, those funds are dissolved. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department may recommend (now, shall be responsible for recommending) to the Governor efficiency initiatives to reorganize, restructure, and reengineer the business processes of the State. Effective immediately.
Amends the Illinois Income Tax Act. Increases the earned income tax credit from 5% of the federal credit to 10% in 2011, 15% in 2012, and 20% in 2013 and thereafter. Effective immediately.
Creates the Illinois Tobacco Use Prevention and Control Oversight Act. Sets forth the findings of the General Assembly. Creates the Illinois Tobacco Use Prevention and Control Oversight Board and specifies the membership of the board. Provides that the oversight board shall be charged with assuring that the Comprehensive Tobacco Prevention and Control Plan is implemented with fidelity to the Plan's original purposes and intent and make funding recommendations to the Illinois Department of Public Health based on best practices and research findings from across the nation. Specifies the powers of the oversight board. Specifies the manner in which meetings are conducted. Provides that the oversight board shall develop a mission statement and long-range State plan based on specified criteria. Contains provisions concerning the (1) oversight board approval of expenditures and (2) annual reports of the oversight board.
Amends the State Fire Marshal Act. Provides that the Office of the State Fire Marshal shall adopt a rule requiring, by January 1, 2012, each business that sells a tank containing liquid or compressed oxygen to an individual for residential oxygen therapy at an address in the State to register that address with the fire department or fire protection district that provides fire protection service for that address. Effective immediately.
Creates the State Bank of Illinois Act. Establishes The State Bank of Illinois and the State Bank of Illinois Board. Sets forth the membership of the State Board. Provides that the State Board shall appoint an advisory board of directors. Provides that the State Bank may accept deposits of private funds and public funds. Sets forth the powers of the State Bank. Provides that all deposits in the State Bank are guaranteed by the State. Provides that, whenever any public funds are deposited into the State Bank, the public official who deposited the funds is exempt from liability for loss of the funds while they are deposited in the State Bank. Amends the Freedom of Information Act to provide that certain records of the State Bank are exempt from disclosure.
Amends the Landlord and Tenant Act. When a prospective lessor receives a request from a prospective lessee to rent a residential property, the prospective lessor may charge that prospective lessee an application fee, subject to limitations concerning the cost of, receipt for, and return of the fee. Effective immediately.
Amends the Illinois Fertilizer Act of 1961. Makes a technical change in a Section concerning the short title.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning disability determinations.
Amends the School Code. Makes a technical change in a Section concerning the Chicago school district.
