Amends the Code of Civil Procedure. Provides that weather conditions may not be used as a factor in staying the enforcement of a judgment for possession of residential premises or delaying the execution of a judgment for possession of residential premises unless an occupant of the premises is under the age of 12 or over the age of 65.

Amends the Intergovernmental Cooperation Act. Deletes provisions (i) authorizing the Director, or his or her designees, to examine the affairs, transactions, accounts, records, and assets and liabilities of each joint insurance pool as often as the Director deems advisable, (ii) requiring the joint insurance pools to cooperate fully with the Director's representatives in all evaluations and audits and to resolve issues raised in those evaluations and audits, and (iii) that the failure to resolve those issues shall constitute a violation of the Act and may, after notice and an opportunity to be heard, result in the imposition of penalties established by the Director by administrative rule. Effective immediately.
Amends the Chicago School District Article of the School Code. Provides that the Chicago Board of Education may approve a change to the name of a school building only if a petition is filed with the board in favor of changing the school building's name and the petition is signed by at least 2,000 members of the community in which the building is located. Provides that if the board has approved a change to the name of a school building after June 1, 2012 and before June 1, 2014, then the board shall rescind that approval and the original name of the school building must be restored. Effective June 1, 2014.
Amends the Illinois Public Aid Code, the Illinois Marriage and Dissolution of Marriage Act, and the Illinois Parentage Act of 1984 to provide that the obligation to pay or the accrual of interest arising under an order for child support shall be stayed upon the incarceration or, upon petition of the obligor, during the long-term unemployment of the obligor. Provides that an obligor is not required to make child support payments, nor shall interest accrue on any outstanding child support balance due, from the date the obligor is incarcerated or ceases employment until he or she is released or secures new employment. Amends the Unified Code of Corrections. Provides that the Department of Corrections has the power to exchange information with the Department of Healthcare and Family Services to ensure that the State Case Registry accurately reflects the committed status of an obligor. Provides that parenting skills programs offered by the Department of Corrections shall include instruction about meeting any applicable child support obligations.
Amends the Illinois Insurance Code. Makes a change in the provision concerning limited lines producer licenses. Provides that the Director of Insurance may issue to a business entity that has filed with the Department an application for a limited license, in a form and manner prescribed by the Director, a limited lines travel insurance producer license that authorizes the limited lines travel insurance producer to sell, solicit, or negotiate travel insurance through a licensed insurer. Provides that notwithstanding any other provision of law, a travel retailer may offer and disseminate travel insurance on behalf of and under a limited lines producer business entity license only if certain conditions are met. Prohibits a travel retailer's employee or authorized representative who is not licensed as an insurance producer from certain actions. Provides that a travel retailer whose insurance-related activities, and those of its employees and authorized representatives, are limited to offering and disseminating travel insurance on behalf of and under the direction of a limited lines producer meeting certain conditions is authorized to do so and receive related compensation upon registration by the limited lines producer. Provides that travel insurance may be provided under an individual policy or under a group or master policy. Provides that as the insurer designee, the limited lines producer is responsible for the acts of the travel retailer and the travel insurance supervising entity and shall use reasonable means to ensure compliance by the travel retailer with the provision concerning travel insurance limited line license for limited lines travel insurance producers. Requires an annual fee of $90 for a limited lines producer license.
