CD CORR-FORGO COMMISSIONS

Amends the Unified Code of Corrections. Provides that the State shall forgo any commissions or revenues for the provision of pay telephones in institutions and facilities of the Department of Corrections and the Department of Juvenile Justice for use by inmates. Provides that the Department of Central Management Services shall ensure that the telephone rates charged by vendors for the use of those telephones must be reduced to reflect this forgone State revenue.

PENS CD-CHI TEACHERS-REVENUE

Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that beginning in State fiscal year 2015, the State shall make annual contributions to the Public School Teachers' Pension and Retirement Fund. Provides that for State fiscal year 2015, the contribution shall be $343,860,000 and that for each year thereafter, the Board of Trustees of the Fund shall certify to the Governor by January 15th the amount of the required State contribution to the Fund for the coming fiscal year. Requires the certified contribution to be equal to 10% of the contribution certified by the board of trustees of the downstate teachers retirement system for the coming fiscal year. Effective immediately.

CREDIT CARD-NO RENEW-NOT USED

Amends the Credit Card Issuance Act. Provides that a credit card issuer may not automatically renew a credit card that has not been used to perform a credit card transaction with the 12 months immediately preceding the renewal.

BANK QUARTERLY REPORTS

Amends the Illinois Banking Act. Provides that all State banks shall include in their quarterly statement to the Secretary of Financial and Professional Regulation (i) a list of all loans given to minority owned businesses in the last quarter and (ii) the ethnicity of the majority of owners of those businesses. Effective immediately.

ADOPTION-CONSENT OF RELATIVES

Amends the Adoption Act. Where consents are required for the adoption of a minor child, requires the consent of the minor child's relatives in addition to the consents of the minor child's parents. Provides that the court shall deem the consent to be given upon a showing that each relative from who consent must be obtained has either given consent or has failed to file a petition for guardianship of the minor child within 30 days of receiving the written request for consent. Provides that if the mother or father of the minor child objects to the requirement that consent be obtained from the relatives of the minor child, the court may waive the requirement if, after a hearing for which all relatives are provided notice, the court finds that it is not in the best interests of the minor child to require consent from the relatives of the minor child. Makes corresponding changes.

INS CD-DIVERSITY REPORTING

Amends the Illinois Insurance Code to create the Diversity Reporting Article within the Code. Sets forth legislative findings and definitions. Provides that all companies that collect premiums greater than $1,000,000 shall submit a report to the Director of Insurance concerning its procurement efforts regarding enterprises owned by minorities, women, qualified service-disabled veterans, and persons with disabilities. Provides that an entity that does not enter into contracts to procure goods or services in this State satisfies the reporting requirements by filing a statement with the Director attesting that it does not enter into procurement contracts in Illinois. Sets forth provisions concerning filing, penalties, and reporting updates and public availability.

DEVELOP DISABLED-MISSING-ALERT

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the Department of State Police shall develop a coordinated program for a statewide emergency alert system when a developmentally disabled adult is missing or kidnapped. Provides that the system shall include, but is not limited to, the use in coordination with the Illinois Department of Transportation, of electronic message signs on roads and highways in the vicinity of a developmentally disabled adult abduction to immediately provide critical information to the public. Provides that the Department of State Police shall establish a Developmentally Disabled Adult Plan Task Force to monitor and review the implementation and operation of the system. Provides that the Department of State Police, in coordination with the Illinois Emergency Management Agency, shall develop and implement a community outreach program to promote awareness among the State's guardians of developmentally disabled adults of developmentally disabled adult abduction prevention and response. Provides that the Department shall appoint a Developmentally Disabled Adult Safety Coordinator to assist in the establishment of State standards for developmentally disabled adult safety from kidnap and abduction and to advocate for the achievement of those standards. Amends the Missing Persons Identification Act and the Video Gaming Act to make conforming changes. Effective immediately.
