Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Amends the Credit Card Issuance Act. Provides that a credit card issuer may not automatically renew a credit card that has not been used to perform a credit card transaction within the 12 months immediately preceding the renewal.
Amends the Illinois Insurance Code to create the Diversity Reporting Article within the Code. Sets forth legislative findings and definitions. Provides that all companies that collect premiums greater than $1,000,000 shall submit a report to the Director of Insurance concerning its procurement efforts regarding enterprises owned by minorities, women, qualified service-disabled veterans, and persons with disabilities. Provides that an entity that does not enter into contracts to procure goods or services in this State satisfies the reporting requirements by filing a statement with the Director attesting that it does not enter into procurement contracts in Illinois. Sets forth provisions concerning filing, penalties, and reporting updates and public availability.
Creates the Independent Commission on Law Enforcement Act. Provides that the purpose of the Act is to investigate and review incidents of law enforcement officer-involved shootings, use of deadly force by law enforcement, complaints of the use of excessive force, and complaints of wrongful death. Sets forth membership of the Commission. Requires the Commission to issue a report by July 1, 2016, and each July 1 thereafter, containing findings of best practices within the State and across the nation with respect to law enforcement policies on the citizen complaint process, the internal disciplinary system, community outreach and communication practices, use of force procedures, and investigations of officer complaints, and recommending statutory and programmatic changes.
Creates the Open Police Training and Conference Act. Provides that the Department of State Police Merit Board and the Illinois Law Enforcement Training Standards Board shall open all police training schools to the public while training is being conducted. Provides that in order to attend, the individual or organization must submit a request to the superintendent or police chief of the police department where the individual resides or the organization is located or to the county sheriff of the county where the individual resides or the organization is located, in the case of county sheriff training, the organization is located, or in the case of State Police officer training to the Director of State Police, at least 30 days before training and get accepted by the appropriate police agency head. Provides that an individual convicted of a felony defined as a violent crime under the Rights of Crime Victims and Witnesses Act within the past 5 years may be denied admission to witness police training. Provides that the Director of State Police shall open all police conferences attended by Department of State Police officers to the public. Provides that the superintendent or chief of police of each local police department and the county sheriff of each county shall open all police conferences attended by members of their law enforcement agency to the public. In order to attend, the individual or organization must submit a request to the head of the appropriate law enforcement agency at least 30 days before the conference and get accepted by the appropriate head of the law enforcement agency. Provides that an individual convicted of a felony defined as a violent crime under the Rights of Crime Victims and Witnesses Act within the past 5 years may be denied admission to the police conference.
Amends the Minimum Wage Law. Increases the minimum wage from $8.25 to $9.00 beginning July 1, 2015 and increases it by $0.50 each July 1 until July 1, 2019, at which point the minimum wage will be $11.00. Provides that the establishment of a minimum wage that employers must pay their employees is an exclusive power and function of the State and is a denial and limitation of the home rule powers and functions, except that the limitation on home rule powers does not apply to a specified ordinance adopted by the City Council of City of Chicago. Amends the Illinois Income Tax Act. Creates a credit against the withholding tax liability of employers with fewer than 50 employees, calculated based on the increase in the minimum wage. Effective immediately.
Amends the Unified Code of Corrections. Provides that all institutions and facilities of the Department of Corrections shall permit a committed person to purchase, possess, and use condoms. Provides that a committed person may not be denied any privileges or good conduct credit because of the committed person's purchase, possession, or use of condoms. Provides that neither the Department of Corrections nor an institution or facility of the Department may declare condoms as contraband. Provides that by January 1, 2016, the Department of Corrections shall develop a plan to make condoms available to committed persons according to established public health practices and in a manner that protects the health, safety, and privacy of committed persons and correctional facility staff. Effective immediately.
Creates the Racial Impact Note Act. Provides that every bill, the purpose or effect of which amends criminal offenses, criminal procedure, or sentencing provisions under the Criminal Code of 2012, the Code of Criminal Procedure of 1963, the Unified Code of Corrections, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Control Act, the Methamphetamine Precursor Control Act, or the Methamphetamine Precursor Tracking Act, shall have prepared for it, before second reading in the house of introduction, a brief explanatory statement or note that shall include a reliable estimate of the anticipated impact on: (i) the number of criminal cases per year the bill will affect; (ii) the members of racial minority groups; (iii) the operations of correctional institutions; and (iv) any other matter the Illinois Department of Corrections considers appropriate. Requires the Illinois Department of Corrections to prepare the note. Contains other related provisions regarding the vote on the necessity of the note, comment or opinion regarding the merits of the legislation included in the note, and appearance of State officials and employees in support or opposition of measure.
Appropriates $2 from the General Revenue Fund to the Office of the Attorney General for its FY16 ordinary and contingent expenses. Effective July 1, 2015.
