Creates the Peace Officer Chokehold Prohibition Act. Provides that a peace officer may not apply a chokehold to effect the arrest of a person, unless faced with a situation in which the use of deadly force is justified under the Justifiable Use of Force; Exoneration Article of the Criminal Code of 2012. Provides that a peace officer who violates this provision is guilty of a Class 1 felony for which he or she shall serve a minimum term of imprisonment of 5 years and be fined a minimum of $5,000. Amends the Unified Code of Corrections to make conforming changes.

Appropriates $300,000,000 from the General Revenue Fund to the Department of Human Services for the Child Care Assistance Program. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that beginning in State fiscal year 2016, the State shall make annual contributions to the Chicago Public School Teachers' Pension and Retirement Fund. Provides that for State fiscal year 2016, the contribution shall be $374,270,000 and that for each year thereafter, the Board of Trustees of the Fund shall certify to the Governor by January 15th the amount of the required State contribution to the Fund for the coming fiscal year. Requires the certified contribution to be equal to 10% of the contribution certified by the Board of Trustees of the Teachers' Retirement System for the coming fiscal year. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Provides that a law enforcement officer without probable cause may not: (1) conduct a roadside check of a motor vehicle; (2) randomly search or inspect a motor vehicle, its contents, the driver, or a passenger for contraband or for a violation of the Illinois Vehicle Code or a provision of a local ordinance; or (3) impound a motor vehicle. Provides that any item seized in violation of this provision is inadmissible as evidence in any criminal or civil trial or hearing and any arrest or citation issued in violation of this provision is invalid.
Amends the Children and Family Services Act. Provides that the Department of Children and Family Services shall establish and administer a program aimed at placing foster children with a permanent foster parent or foster family as an alternative to group home or institutional care. Provides that, to achieve this purpose, the Department shall purchase and rehabilitate single-family homes that are subject to a foreclosure sale and place no more than 3 foster children in each rehabilitated home with an individual or family that is eligible to foster a child in the custody of the Department. Provides that an eligible individual or family assigned to foster a child or children in a home purchased and rehabilitated under the program shall reside at the home for the duration of the Department's custody over any foster child placed in the home or until the individual or family is no longer eligible to foster a child in the custody of the Department. Requires the Department to apply for any applicable federal funds or grants to assist in implementing the program; and to adopt any rules necessary to implement the program, including rules on recruiting individuals or families to participate in the program and rules concerning a stipend payable to foster parents or foster families participating in the program which shall be used to cover any costs not covered by the Department in connection with the basic maintenance and upkeep of the home.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Appropriates $4,500,000 from the Capital Development Fund to Chicago State University for the construction of a child care center. Effective July 1, 2015.
Amends the Illinois Banking Act and the Illinois Credit Union Act. Requires financial institutions and credit unions to maintain and submit a record of applications for credit from women-owned businesses, minority-owned businesses, or small businesses. Provides requirements for the maintenance and collection of those records. Authorizes the Department of Financial and Professional Regulation to adopt rules necessary to implement the provisions. Provides that the provisions shall be operative only until the effective date of the federal regulations implementing a specified provision of the federal Dodd-Frank Wall Street Reform and Consumer Protection Act. Effective immediately.
Amends the Unified Code of Corrections. Provides that the State shall forgo any commissions or revenues for the provision of pay telephones in institutions and facilities of the Department of Corrections and the Department of Juvenile Justice for use by inmates. Provides that the Department of Central Management Services shall ensure that the telephone rates charged by vendors for the use of those telephones must be reduced to reflect this forgone State revenue.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to require the Department of Public Health to take all steps necessary to ensure that Roseland Community Hospital has the facilities, staff, equipment, and other resources necessary to enable it to develop a state-of-the-art mental health facility. Amends the Emergency Medical Services (EMS) Systems Act to require the Department of Public Health to take all steps necessary to ensure that Roseland Community Hospital has the facilities, staff, equipment, and other resources necessary to enable it to obtain designation as a Level I Trauma Center in order to treat shooting victims.
