Amends the Criminal Code of 1961. Provides for enhanced penalties for carrying or possessing firearms or other dangerous weapons in a conveyance owned, leased, or contracted by a public transportation agency or on a public way within 1,000 feet of the real property comprising a public transportation facility.
Amends the Illinois Public Labor Relations Act and the Developmental Disability and Mental Disability Services Act. Makes technical changes in the short title Sections.
Amends the Illinois Renewable Fuels Development Program Act. Provides that facilities that produce ethanol for gasohol or majority blended ethanol fuel shall receive a grant and provides limitations for the grants awarded. Establishes the Renewable Fuels Majority Blended Ethanol Infrastructure Program to provide financial assistance for units of local government and petroleum distribution centers to install the necessary infrastructure for the use of majority blended ethanol. Sets out the details of the program. Establishes the Renewable Fuels Competitive Commercialization Program and the Renewable Fuels Competitive Commercialization Grant Oversight Committee. Sets out the details of the program and the composition of the committee. Establishes the Renewable Fuels Rail Infrastructure Assistance Program. Sets out the purpose of the program. Authorizes the Department of Commerce and Economic Opportunity to administer the programs. Sets limits for the amount of grants to be awarded under the programs. Amends the State Finance Act. Creates the Renewable Fuels Development Program Fund. Provides that moneys in the Fund may be used by the Department, subject to appropriation, for the Illinois Renewable Fuels Development Program, the Renewable Fuels Majority Blended Ethanol Infrastructure Program, the Renewable Fuels Competitive Commercialization Program, the Renewable Fuels Rail Infrastructure Assistance Program, and other renewable energy programs. Makes other changes. Effective July 1, 2008.
Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that in order to determine child care base reimbursement rates, the Department of Human Services shall conduct, every other year, a market rate survey of the licensed child care providers in the State. (Removes a provision concerning a market rate survey to be completed by July 1, 1998.) Provides that the Department may establish varying child care base reimbursement rates based on age classifications and groupings of counties reflective of variations in the price of child care as determined by the market rate survey. Provides that not later than the start of the first fiscal year following the effective date of this amendatory Act, all base reimbursement rates for licensed child care providers shall thereafter be set at not less than the 50th percentile and shall not exceed the 75th percentile as determined by the most recent market rate survey. Makes provision for percentile adjustments, rates for registered legally license-exempt home child care providers, and providers who serve children with a special need. Requires the Department to implement a tiered rate reimbursement system under which child care providers who attain benchmarks of higher quality child care shall receive a premium in addition to the base reimbursement rate. Provides that child care providers who accept reimbursement from the Department under these provisions may not charge a parent receiving child care assistance a rate in excess of the parent's co-payment. Removes a provision that the Department shall, by rule, set rates to be paid for the various types of child care. Effective immediately.
Amends the Use Tax Act. Adds a Section concerning a small-business exemption. Contains only a caption.
Amends the Equal Pay Act of 2003. Provides that an employer subject to the Act shall preserve specified records for not less than 5 (rather than 3) years. Provides that an action to collect a wage claim under the Act shall be brought within 5 years from the date of the underpayment (rather than within 3 years from the date the employee learned of the underpayment). Effective immediately.
Amends the Illinois Income Tax Act. Creates a credit of up to $1,000 for the costs incurred by the taxpayer during the taxable year in order to make a property that was constructed before 1978 and that is owned by the taxpayer comply with applicable State and federal lead-safety standards. Provides that the credit may be carried forward for up to 5 years. Effective immediately.
Amends the Chicago Firefighters Article of the Illinois Pension Code. Beginning January 1, 2008, provides that the minimum duty disability benefit shall not be less than 75% of the current salary attached from time to time to the rank held by the fireman at the time of removal from the Department payroll. Provides that the occupational disease disability benefit shall be equal to 65% of the current salary attached from time to time to the rank held by the fireman at the time of his or her removal from the Department payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Appropriates $1,000,000 from the General Revenue Fund to the Department of Public Health for increased funding in AIDS Drug Assistance Programs. Effective July 1, 2007.
