Amends the Property Tax Code. Provides that in Cook County, tax bills must include, for each taxing district, a statement of the increase or decrease of the tax imposed on the taxpayer by that taxing district from the previous taxable year. Effective immediately.

Amends the Environmental Protection Act. Makes a technical change in a Section concerning the duties of the Environmental Protection Agency.

Amends the Chicago Park District Act. Provides that the Chicago Park District is authorized to issue (now, issue before January 1, 2004) bonds in the amount of $128,000,000 for museums, aquariums, and art museums under the control of the Chicago Park district. Effective immediately.
Amends the Minimum Wage Law. Makes a technical change in a Section concerning the short title.
Amends the Illinois Educational Labor Relations Act. With respect to the Illinois Educational Labor Relations Board designating an exclusive representative for purposes of collective bargaining, provides that if either party provides to the Board, before the designation of a representative, clear and convincing evidence that the dues deduction authorizations or other evidence (instead of dues deduction authorizations and other evidence) upon which the Board would otherwise rely to ascertain the employees' choice of representative are fraudulent or were obtained through coercion, the Board shall promptly thereafter conduct an election.
Amends the Criminal Code of 1961. Provides that beginning 90 days after the effective date of the amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a large capacity ammunition feeding device. Provides that these provisions do not apply to a person who possessed a prohibited weapon, device, or attachment before the effective date of the amendatory Act. Provides that on or after the effective date of the amendatory Act, such person may transfer such device only to an heir, an individual residing in another state maintaining that device in another state, or a dealer licensed as a federal firearms dealer. Specifies penalties for violations. Provides exemptions. Provides that the provisions of the Act are severable. Effective immediately.
Amends the Election Code with respect to campaign finance. Limits a candidate to the establishment of one political committee; permits a General Assembly caucus leader to establish an additional caucus committee. Requires candidates, and permits political parties and General Assembly caucus leaders, to designate a single political committee to accept campaign contributions and regulates the manner of designation. Sets limits on the amount of campaign contributions an individual, a corporation, a labor organization, and an association may make to political committees of public office candidates, established political parties, political party committeeperson candidates, and legislative caucuses. Regulates the solicitation by corporations, labor organizations, and associations of employees and employee families for campaign contributions.
