Creates the Relocation Assistance Act. Provides that if a governmental entity notifies a landlord that a dwelling unit will be condemned or will be unlawful to occupy due to conditions that violate applicable codes, statutes, or ordinances, a landlord shall pay relocation assistance to a displaced tenant, unless the condemnation action or no occupancy order results from a natural disaster, a tenant's illegal conduct, or eminent domain. Provides that the landlord shall pay relocation assistance to a displaced tenant of $2,000 per dwelling unit or 3 times the monthly rent, whichever is greater, plus the deposit, interest, and prepaid rent by certified check within 7 days after the governmental entity sent the notice to the landlord. Provides that if the landlord fails to timely complete these payments, a municipality or a county may advance the payments to a displaced tenant and assess a civil penalty of $50 per day against the landlord for each tenant to whom the municipality or county advanced a payment. Provides that the municipality or county may sue to recover the assistance paid, interest, penalties, attorney's fees, and costs. Provides that in an action against a landlord to recover unpaid obligations, a displaced tenant shall recover costs and attorney's fees. Effective immediately.

Amends the Condominium Property Act. Provides that when suing on behalf of an aggrieved tenant over an improper condominium conversion, a non-profit housing organization, or association (instead of organization) may recover attorney's fees and court costs. Effective immediately.
Urges compact fluorescent lamp manufacturers and retailers to voluntarily implement collection programs to ensure that compact fluorescent lamps are properly recycled.
Amends the Lead Poisoning Prevention Act. Makes a technical change in the short title provision.
Appropriates $500,000 from the General Revenue Fund to the Department of Public Health for funding of the Illinois Violent Death Reporting System. Effective July 1, 2007.
Amends the Property Tax Code. Creates the Returning Veterans' Homestead Exemption, under which an exemption from the property's value is granted for residential property that is owned and occupied as a residence by a veteran for the tax year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. In a Section concerning the Senior Citizens Homestead Exemption, provides that all counties (now, counties with less than 3,000,000 inhabitants) may provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, extends the alternative exemption. Requires a recalculation of base homestead value for homestead properties in Cook County. Provides that the maximum amount of the exemption is $60,000 if the general assessment year for the property is 2006 or later. Provides that the base year for counties other than Cook County is the 2005 or 2006 tax year. Requires an ordinance to extend the alternative exemption. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Comprehensive Lead Education, Reduction, and Window Replacement Act. Creates the Comprehensive Lead Education, Reduction, and Window Replacement (CLEAR-WIN) Program to assist residential property owners through loan and grant programs to reduce lead paint hazards through window replacement in pilot area communities. Provides that subject to appropriation, the Department of Public Health, in cooperation with the Advisory Council, shall establish and operate the CLEAR-WIN Program in 2 pilot area communities selected by the Department with advice from the Advisory Council. Provides that the Department shall be responsible for administering the CLEAR-WIN grant program. Sets forth the specific requirements for the administration of the CLEAR-WIN grant program, including the qualifications for receiving a grant through the program. Provides that within 6 months after the effective date of the Act, the Advisory Council shall recommend to the Department Lead Safe Housing Maintenance Standards. Provides that the Advisory Council shall determine whether a sufficient number of lead abatement training programs exist to serve pilot sites for the CLEAR-WIN program. Provides that the Department shall make available, for the portion of a policy related to lead activities, 100% insurance subsidies to licensed lead abatement contractors who primarily target their work to the pilot area communities and employ a significant number of licensed lead abatement workers from the pilot area communities. Sets forth the responsibilities of the Advisory Council.
Calls on the Congress of the United States to support and pass and the President to approve the Re-Empowerment of Skilled and Professional Employees and Construction Tradeworkers (RESPECT) Act.
Amends the Labor Dispute Act. Makes a technical change in a Section concerning the short title.
