Amends the Illinois Vehicle Code. Provides that a school bus must contain either an operating cellular radio telecommunication device (cell phone) or two-way radio (rather than just a two-way radio) while the school bus driver is in possession of a school bus and provides that the cell phone or two-way radio must be turned on and adjusted in a manner that would alert the school bus driver of an incoming communication request. Provides that a school bus driver may use a cell phone to communicate with school authorities or their designees about any other issue relating to the operation of the school bus or the welfare and safety of any passenger. Deletes a provision concerning the use of cell phone that has a digital two-way radio. Makes corresponding changes in a provision concerning post-trip inspections of school busses. Effective immediately.

Amends the Regional Transportation Authority Act. Requires all fixed route public transportation services provided by, or under grant or purchase of service contract of, the Commuter Rail Board to be provided at reduced charge to all students in attendance at institutions of education within the territorial limits of the Authority, under such procedures as shall be prescribed by the Board. Provides that the requirement is contingent upon State reimbursement.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the portion of taxes levied by a school district located in a redevelopment project area that is (i) established by the City of Chicago on or after the effective date of the amendatory Act or (ii) established by the City of Chicago prior to the effective date of the amendatory Act and extended by the General Assembly on or after the effective date of the amendatory Act shall be allocated and paid to the school district in the manner required by law in the absence of the adoption of tax increment allocation financing. Effective immediately.
Creates the Dog Breeder License Act. Provides for the licensure of dog breeders with the Department of Financial and Professional Regulation beginning 6 months after the effective date of the Act. Sets forth powers and duties of the Department, licensure requirements, grounds for discipline, civil and criminal penalties for violation of the Act, and administrative procedure. Includes provisions concerning exemption from the Act. Provides that the Act does not limit the power of a unit of local government from regulating or licensing the practice of dog breeding in a stricter manner. Amends the Animal Welfare Act. Provides that pet shop operators must publicly disclose certain information regarding dogs for sale. Amends the Consumer Fraud and Deceptive Business Practices Act to provide that a licensee who intentionally makes false or misleading statements in connection with the disclosures required by the Dog Breeder License Act and the Animal Welfare Act are violations of the Consumer Fraud and Deceptive Business Practices Act. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2020 for the new Act. Effective immediately.
Creates the Illinois Public Financing Program Act. Establishes an alternative campaign financing mechanism for candidates for the office of Governor or Illinois Supreme Court Judge. Provides for various funding sources. Amends the State Finance Act, the Illinois Income Tax Act, the Unified Code of Corrections, and the Whistleblower Reward and Protection Act to make conforming changes. Effective immediately.
Amends the Counties Code. Provides that the Cook County Board of Commissioners may override a veto by the County Board President by an affirmative vote of three-fifths of its members (instead of four-fifths). Preempts home rule powers. Effective immediately.
Amends the Trusts and Trustees Act. Makes technical changes in a Section concerning the Act's short title.
Amends the Recreational Use of Land and Water Areas Act. Provides that the purpose of the Act is to make land and water areas available (instead of available to any individuals or members of the public) for recreational or conservation purposes by limiting liability to others. Provides that the definition of land used for recreational or conservation purposes does not include residential buildings or residential property. Provides that recreational or conservation purpose means: (1) entry by individuals or members of the public (instead of entry) onto the land of another for hunting, recreational shooting, a related activity, or (2) entry by the general public onto the land of another for conservation, restoration, resource management, exercise, educational purposes, or any combination of those activities (instead of hunting, recreational shooting, or related activities). Effective immediately.
