PEN CD-POLICE WIDOW INCREASE

Amends the Downstate Police, the Chicago Police, and the Chicago Municipal Articles of the Illinois Pension Code. Provides for automatic annual increases in widow's annuities or surviving spouse pensions payable to the surviving spouses of police officers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PROP TAX-COOK ASSESSMENTS

Creates the Acquisition-Based Assessment Law and amends the Property Tax Code concerning acquisition-based assessments. Sets forth an alternative method of calculating fair cash value based on recent purchase prices, subject to certain maximum changes. Provides that the alternative valuation procedures apply in Cook County and in other counties that adopt those procedures by ordinance. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

STUDENT SILENT REFLECTION

Amends the Silent Reflection and Student Prayer Act. Changes the short title of the Act to the Student Silent Reflection Act. Allows a teacher to conduct (instead of requiring a teacher to observe) a brief period of silence at the opening of every school day with the participation of all pupils assembled. Provides that this period shall be an opportunity for such silent reflection as may be desired by each individual pupil (instead of an opportunity for silent prayer or for silent reflection on the anticipated activities of the day). Effective immediately.

STATE BANKING BOARD-VARIOUS

Amends various Acts to provide that references to the Commissioner of Banks and Real Estate now refer to the Secretary of Financial and Professional Regulation and that references to the Office of Banks and Real Estate are now references to the Division of Banking of the Department of Financial and Professional Regulation. Amends the Illinois Bank Examiners' Education Foundation Act. Provides that the purpose of the Illinois Bank Examiners' Education Foundation is to further continuing education for employees of the Division. Provides that references to "Board" in the Act refer to the State Banking Board of Illinois and that the Foundation shall be governed by the State Banking Board of Illinois (instead of the Board of Trustees). Changes provisions concerning liability. Amends the Illinois Banking Act. Changes provisions concerning the powers of the Secretary. Changes provisions concerning the membership composition and terms of office of members of the State Banking Board of Illinois. Changes provisions concerning the powers of the Board, including powers related to fund transfers, investment of funds, and continuing education programs. Amends the Illinois Bank Holding Company Act of 1957. Provides that the specified powers apply to the Secretary (instead of the Commissioner). In provisions concerning removal orders, deletes language referring to certain procedures in front of the Board. Amends the Corporate Fiduciary Act. Provides that provisions concerning removal orders apply to the Secretary (instead of the Commissioner). ST ETHICS/LOBBYING REFORM

Amends the State Officials and Employees Ethics Act, the General Assembly Staff Assistants Act, and the Lobbyist Registration Act. Makes changes concerning: lobbying revolving door prohibition for State employees; website posting of legislative committee witness slips; registration requirements and exemptions for lobbyists and lobbying entities; disclosure of employment or retention of lobbyists by units of local government and school districts; reports by lobbyists and lobbying entities; gifts from lobbyists and lobbying entities to elected State officials and State employees; and investigation of and penalties for violations of the Lobbyist Registration Act.

AUDITOR GENERAL-AUDIT TIFS

Amends the Illinois State Auditing Act. Provides that no later than June 30, 2012, the Auditor General shall conduct financial and compliance audits of all tax increment financing districts located within the City of Chicago. Effective immediately.

PREVAILING WAGE-PROJECTS

Amends the Prevailing Wage Act. Provides that "public works" includes all projects located in an enterprise zone as defined in the Illinois Enterprise Zone Act or located in an economic development project area as defined in the Economic Development Project Area Tax Increment Allocation Act of 1995, but does not include projects at an owner-occupied single family residence or owner-occupied multi-family residence located in an enterprise zone or economic development project area. Provides that all contractors and subcontractors required to pay the prevailing wage under the Act shall make payment of such wages in legal tender, without any deduction for food, sleeping accommodations, transportation, use of tools, or any other thing of any kind or description. Provides that the Department of Labor shall make revised prevailing wage rates available on its official website and such posting on the website shall be deemed notice to the contractor or subcontractor of the revised rate. Provides that the contractor or subcontractor shall be responsible to pay the revised rate. Provides that in lieu of posting the prevailing wage rates on the project site of the public works, a contractor which has a business location where laborers, workers and mechanics regularly visit may: (1) post in a conspicuous location at that business the current prevailing wage rates for each county in which the contractor is performing work; or (2) provide such laborer, worker or mechanic engaged on the public works project a written notice indicating the prevailing wage rates for the public works project. Makes other changes. Effective immediately.
