Amends the Public Utilities Act. Provides that, to assist and support the Illinois Commerce Commission in the development of renewable energy access plan updates, the Commission may retain the services of technical and policy experts with relevant expertise and experience. Provides that the procurement is exempt from the requirements of the Illinois Procurement Code. Amends the Illinois Procurement Code to make a conforming change. Effective immediately.

Amends the Public Utilities Act. Sets forth procedures for the processing of interconnection requests from applicants for distributed renewable generation projects on public school land. Provides that, for all net metering credits or other credits owed to a customer who has elected to install a distributed renewable generation project on public school land, all credits intended for the benefit of the consumer must be credited by the public utility or retail energy supplier within 90 days after the public utility or retail energy supplier determines that the criteria for the credit have been met. Provides that the Illinois Commerce Commission shall adopt revisions to its standards for the interconnection of eligible renewable generating equipment and net metering credit rules to conform with the requirements of the provisions of the amendatory Act. In provisions concerning customer self-generation of electricity, provides that, for distributed renewable generation projects on public school land, any fees for interconnection applications charged by the electric cooperative or municipal system must be substantially similar to the fees charged by public utilities for the interconnection of the same or similar projects and must not exceed 150% of the cost of the base interconnection fees of the other public utilities. Effective immediately.

Amends the Public Utilities Act. In provisions concerning nondiscrimination, provides that the Commission is authorized to approve a low-income discount rate for residential electric and natural gas customers that applies to the entirety of a qualifying customer's bill, including, but not limited to, a qualifying customer's delivery service charges and energy supply charges. Provides that an electric or natural gas utility may fund low-income discount rates through a surcharge on customers' electric and natural gas bills. Provides that the changes to the Act apply retroactively on and after January 1, 2023. Amends the Energy Assistance Act. In provisions concerning eligibility under the Act, provides that, in setting the annual eligibility level for the use of State funds from the Supplemental Low-Income Energy Assistance Fund, the Department of Commerce and Economic Opportunity shall consider the amount of available funding and may not set a limit higher than 300% of the federal nonfarm poverty level. In provisions concerning the Supplemental Low-Income Energy Assistance Fund, provides that the yearly administrative expenses of the Fund may not exceed 15% (rather than 13%) of the amount collected during that year, except when unspent funds from the Fund are reallocated from a previous year. Provides that any unspent balance of the 15% administrative allowance may be utilized for administrative expenses in the year they are reallocated. Provides that, of the 15% administrative allowance, no less than 9% (rather than 8%) shall be provided to Local Administrative Agencies for administrative expenses. Provides that, beginning January 1, 2027, the Base Energy Assistance Charge shall be $0.80 per month for each utility that is required by the Illinois Commerce Commission to implement a low-income discount rate and shall be $0.40 per month for each utility that is not required to implement a low-income discount rate and that contributes to the Supplemental Low-Income Energy Assistance Fund. Makes other changes.

Expresses strong support for the American High Speed Rail Act of 2026 and commends Illinois congressional delegation members for their leadership as original cosponsors of this landmark legislation. Urges the United States Congress to advance and pass the American High Speed Rail Act of 2026 and to ensure that any federal surface transportation reauthorization package includes substantial, dedicated funding for high-speed and higher-speed rail development nationwide. Calls upon the Trump administration to include robust funding for high-speed rail in its federal budget proposals. Affirms support for the ongoing work of the Illinois High Speed Rail Commission and the Illinois Department of Transportation in developing a statewide high-speed rail plan. Recognizes this state-level planning effort represents the kind of serious groundwork that merits strong federal investment.

Creates the Solar Powered Road Signs Pilot Program Act. Requires the Department of Transportation to develop a pilot program to test the use of solar powered LED road signs in 5 counties of varied population. After getting reports of the program from the counties, the Department shall file a report with the General Assembly that contains the complete findings of the program. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a vehicle or combination of vehicles operated by an engine fueled wholly or partially by an electric battery or hydrogen fuel cell electric fueling system may exceed the posted weight limits by up to 2,000 pounds.

HB 3510 amends the existing Energy Efficient Building Act. The bill specifically modifies the adoption dates for "stretch energy codes," which are building standards designed to enhance energy efficiency. These codes incorporate "site energy index standards," likely metrics for measuring a building's energy performance. Amends the Public Utilities Act. Changes the name of the Retail Electric Competition Article to the Retail and Renewable Electric Competition Article. Changes the name of the Retail Electric Competition Act of 2006 to the Retail and Renewable Electric Competition Act of 2006. Changes the name of the Office of Retail Market Development to the Office of Retail and Renewable Market Development and the title of the head of the Office from Director to Bureau Chief. Provides that the Bureau Chief shall have the authority to employ or otherwise retain at least 2 professionals dedicated to the task of actively seeking out ways to promote distributed renewable energy generation devices and community renewable generation projects in the State to benefit all State consumers. Provides that the Office shall actively seek input from all interested parties and shall develop a thorough understanding and critical analyses of the tools and techniques used to promote development and remove barriers to development of distributed renewable energy generation devices and community renewable generation projects. Provides that the Office shall take steps for interconnections involving distributed renewable energy resources, energy storage systems, utility-scale wind projects, and utility-scale solar projects, including interconnections to a distribution system or a transmission system. Provides that the Interconnection Working Group shall determine a single standardized cost for Level 1 interconnections, which shall not exceed $200. Provides that, in collaboration with the General Counsel of the Commission, the Office shall develop policies and procedures to facilitate employees of the Office in leading the Interconnection Working Group without interference with docketed proceedings. Provides that the Office may employ, designate, or otherwise retain the services of an Ombudsperson who is responsible for oversight of a utility's compliance with the certain rules and any other utility interconnection policies or procedures. Sets forth provisions concerning the authority of the Ombudsperson and interconnection monitoring by the Office. Makes conforming and other changes.
