Amends the Illinois Vehicle Code. Requires the Secretary of State to provide the option to renew a 2-year registration sticker both online and in-person. Effective immediately.

Expresses strong support for the American High Speed Rail Act of 2026 and commends Illinois congressional delegation members for their leadership as original cosponsors of this landmark legislation. Urges the United States Congress to advance and pass the American High Speed Rail Act of 2026 and to ensure that any federal surface transportation reauthorization package includes substantial, dedicated funding for high-speed and higher-speed rail development nationwide. Calls upon the Trump administration to include robust funding for high-speed rail in its federal budget proposals. Affirms support for the ongoing work of the Illinois High Speed Rail Commission and the Illinois Department of Transportation in developing a statewide high-speed rail plan. Recognizes this state-level planning effort represents the kind of serious groundwork that merits strong federal investment.

Urges the Illinois Department of Transportation, the Office of the Secretary of State, the Illinois State Police, local law enforcement agencies, prosecutors, traffic safety organizations, and other relevant public safety stakeholders to review and strengthen policies, enforcement strategies, public awareness efforts, and sentencing guidelines related to impaired driving, extreme reckless driving, social media-driven dangerous driving, and "ghosting". Encourages continued consideration of legislative and policy reforms intended to ensure Illinois law appropriately addresses severe reckless driving conduct.

This Senate resolution formally recognizes Richard Kwasneski for his nearly 20 years of service as chairman of the Pace Board of Directors. The bill highlights his leadership in expanding suburban transit options and securing major infrastructure funding for the six-county region. It does not create new laws or change policies but serves as a ceremonial tribute to his contributions to public transportation.

Recognizes the current impact and potential for future growth of the off-highway vehicle tourism industry in State of Illinois. Encourages all stakeholders and state agencies to continue fostering the growth of the off-highway vehicle tourism industry by working together to develop new opportunities for the enjoyment of off-highway vehicles in Illinois.

Appropriates $1,260,000,000 to the Department of Transportation to be used for transportation related purposes in municipalities, counties, townships and road districts for projects related to (1) State and local asset management, (2) ADA improvements, (3) bike and pedestrian infrastructure improvements, (4) multi-modal connections, (5) capital safety improvement, and (6) match for federal grant opportunities. Effective July 1, 2026.

Creates the Reverend Jesse L. Jackson Memorial Highway Act. Provides that the part of the Dan Ryan Expressway that begins at 47th Street and extends south to 95th Street, in the City of Chicago, Cook County is designated as the Reverend Jesse L. Jackson Memorial Highway.
