Creates the Automated Driving Systems Development Act. Provides that the operation of highly automated vehicles participating in an automated vehicle pilot project is subject to all applicable federal and State laws. Sets forth eligibility requirements for participation in an automated vehicle pilot project. Establishes the application process for participation in an automated vehicle pilot project. Creates a review committee within the Department of Transportation. Amends the Illinois Vehicle Code. Establishes the Intelligent Speed Assistance Program to supervise the installation and compliance of intelligent speed assistance systems. Sets forth requirements for the Secretary of State upon receipt of notice from a court that a person is required to enroll in the Program. Provides that a person enrolled in the Program shall install a certified intelligent speed assistance system on each motor vehicle owned by or registered to the person and shall not operate any motor vehicle that is not equipped with a functioning, certified intelligent speed assistance system. Provides that if a person fails to comply with the requirements of the Program, the Secretary may: suspend the person's restricted driver's license for a period and, following the period of suspension, permit the person to reenroll in the Program; revoke the person's restricted driver's license and prohibit the person from reenrolling in the Program; or impose a civil penalty. Provides that a person enrolled in the Program shall pay all costs associated with enrollment and participation in the Program, unless the person is found to be indigent. Provides that the Zero Traffic Fatalities Task Force shall certify intelligent speed assistance systems for use in the State and adopt rules and forms for the installation, maintenance, and certification of intelligent speed assistance systems. Sets forth requirements for selling or leasing intelligent speed assistance systems. Requires a manufacturer or distributor of an intelligent speed assistance system to provide support services. Prohibits a person from tampering with, or in any way attempting to circumvent, bypass, or tamper with the operation of, an intelligent speed assistance system that has been installed in a motor vehicle. Requires the Task Force to adopt rules and forms as are necessary to implement the Program. Makes conforming changes in the Code and in the Department of Transportation Law of the Civil Administrative Code of Illinois. Effective January 1, 2027.
Amends the Transportation Network Providers Act. Applies the Act to transportation network company services that provide the transportation of goods, including goods from a retail store, warehouse, fulfillment center, or restaurant. Changes the term "passenger" to "customer". Removes the repeal date of the Act.
Amends the Illinois Vehicle Code. Exempts low-speed personal mobility devices and low-speed personal micromobility devices from registration and certificate of title requirements. Prohibits high-speed mobility devices and moderate-speed mobility devices from being marketed, sold, or advertised as low-speed personal mobility devices or low-speed micromobility devices. Exempts persons operating low-speed personal mobility devices and low-speed micromobility devices from driver's license or permit requirements. Provides that high-speed personal mobility devices are subject to the rules and requirements that apply to motorcycles and moderate-speed personal mobility devices are subject to the rules and requirements that apply to mopeds. Requires a person to be covered by a liability insurance policy to operate, register, or maintain registration of a high-speed personal mobility device or moderate-speed personal mobility device. Allows a municipality or local unit of government to install signage clearly indicating the regulation of personal mobility devices. Sets forth prohibited operations of a high-speed personal mobility device, moderate-speed, and low-speed personal mobility device. Provides that traffic laws apply to persons riding low-speed personal mobility devices. Sets forth equipment requirements on low-speed personal mobility devices and moderate-speed personal mobility devices. Sets forth the operation standards for low-speed personal mobility devices, low-speed personal micromobility devices, high-speed personal mobility devices, and moderate-speed personal mobility devices. Repeals provisions regarding low-speed electric scooters and low-speed gas bicycles. Makes conforming and other changes. Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that neither a local public entity nor a public employee is liable for an injury related to the use of a high-speed personal mobility device, moderate-speed personal mobility device, personal mobility device, or low-speed personal mobility device unless the local public entity or public employee is guilty of willful and wanton conduct. Makes conforming changes in the Micromobility Fire Safety Act and the Consumer Fraud and Deceptive Business Practice Act.
Amends the Cycle Rider Safety Training Act. Provides that any business registered as a motorcycle dealer with the Secretary of State or any other business that derives income from the selling of motorcycles or has motorcycles for sale at its place of business on a consignment basis is not eligible for grant funds or reimbursements. Makes conforming changes.
Amends the Illinois Vehicle Code. Provides that for the purpose of providing the Secretary of State with records necessary to impose a revocation, upon filing with the clerk of court, the clerk shall forward in a manner and form prescribed by the Secretary (i) a copy of a Uniform Citation and Complaint where the officer indicated a crash type of fatal, (ii) a copy of information or an indictment in which a person is charged with a violation of the Code that resulted in the death of another person, or (iii) a copy of information or an indictment in which a person is charged with reckless homicide. Allows the Secretary to adopt rules to implement the provisions. Provides that the Act may be referred to as the Protz-Liddy Act. Effective January 1, 2027.
Amends the Illinois Vehicle Code. Provides that if a person who is convicted of violating a speed restriction is found to have driven a vehicle upon a highway at a speed greater than 100 miles per hour, the court shall order that the person have installed an intelligent speed assistance device in any motor vehicle owned or operated by the person for at least 12 months or for the duration of the license suspension or revocation, whichever is longer. Requires the person to provide proof of installation. Requires the person to request permission to remove the intelligent speed assistance device at the end of the mandated period of use. Provides that the cost of installing and maintaining an intelligent speed assistance device shall be incurred by the person subject to the requirement unless the court or the Secretary of State determines that the person is financially unable to afford the cost, in which case the cost may be waived. Requires the Secretary to create a list of approved intelligent speed assistance devices and a list of service providers that are qualified to install, service, inspect, and remove an approved intelligent speed assistance device. Prohibits a person from tampering with or circumventing an otherwise operable intelligent speed assistance device. Provides that violating the provisions, or assisting another person to violate the provisions, is a Class A misdemeanor. Requires the Secretary to submit a report every 24 months to the Governor and the General Assembly with information about the intelligent speed assistance device mandates. Creates the Indigent Intelligent Speed Assistance Device Fund. Sets forth exemptions for a person who is required to use an intelligent speed assistance device and must drive an employer-owned vehicle in the course of the person's employment duties. Makes a conforming change in the State Finance Act.
Amends the Illinois Vehicle Code. Provides that if a person causes a fatality while operating a motor vehicle and it is determined that the fatality was caused entirely by the medical condition of the person, the Secretary of State shall suspend the person's driver's license until the person provides medical documentation that the medical condition is being treated. Effective immediately.
