RELATING TO HOUSING ACCOUNTABILITY.

Allows a private right of action against the State for a failure to comply with certain housing objectives.

RELATING TO LAND USE.

Authorizes county land use decision-making authorities to amend district boundaries involving lands greater than fifteen but no more than one hundred acres and requires all housing units to be occupied by the owner, who is a Hawaii resident, at all times.

RELATING TO HEALTH.

Requires DLNR to establish a two-year pilot program to install sunscreen dispensers at Waikiki beach, Pupukea beach park, Wailea beach, and Honolua Bay beach to provide sunscreens without oxybenzone or octinoxate to visitors and educate visitors on the harmful effects of oxybenzone and octinoxate on the marine environment. Appropriates funds for the pilot program.

RELATING TO CONTROLLED SUBSTANCES.

Requires the Department of Health to submit an application and a petition for federal exemptions for the state authorized use of cannabis in Hawaii from the Drug Enforcement Administration under title 21 Code of Federal Regulations sections 1307.03 and 1308.43.

RELATING TO MOTOR VEHICLES.

Establishes a new offense of theft of a catalytic converter. Requires vehicle registration records to be kept for businesses engaged in the selling or negotiating the purchase of used motor vehicle parts or accessories. Specifies that these businesses are required to refuse purchase of used motor vehicle parts or accessories and report the attempted sale to police if a seller does not provide certain information at the time of the attempted sale. Changes the fine for any violations of the used motor vehicle parts and accessories law.

RELATING TO CAMPAIGN FINANCE.

Prohibits foreign nationals and foreign corporations from making independent expenditures. Requires every corporation that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement.

RELATING TO THEFT.

Establishes the offense of theft of catalytic converter as a class C felony. Defines "catalytic converter." Requires scrap dealers to follow the same requirements regarding a written statement for the purchase of palladium, platinum, rhodium, and a scrap catalytic converter from which some or all of the catalyst metals have been removed as is required for the purchase of copper, beer kegs, and urns.

RELATING TO HEAT ABATEMENT.

Expands authorized expenditures from the Hawaii green infrastructure special fund to include energy-efficient air conditioning. Appropriates funds and authorizes the department of education to borrow funds from the green infrastructure loan program for heat abatement.
