Requires any person that receives state or county funding who wants to remove a beehive or swarm from the person's property to contract with a beekeeper or pest control operator for removal.
Reduces the annual vehicle registration fee by fifty per cent for disabled veterans who have fifty per cent or more but less than one hundred per cent service-connected disability rating.

Requires the department of land and natural resources to place markers in the State to indicate significant sites in the life of President Barack Obama and appropriates funds to place the markers throughout the State.
Requires state or county agencies to issue discretionary permits for housing development projects that meet certain requirements within sixty days of receipt of a permit application deemed to be complete by the receiving state or county agency.
Promotes the construction of high density housing within a onehalf mile radius of a rail station along a rail transit system.
Requires all state building construction that uses concrete to use post-industrial carbon dioxide mineralized concrete unless use of these materials will increase costs or delay construction.
Establishes June 19 of each year as a state holiday to be known as Juneteenth Day.
