Requires the state historic preservation division to use a program comment process in its duties. Appropriates funds for the state historic preservation division to conduct a study on buildings built between 1945 and 1970 that would be exempted from a program comment process.
Eliminates the mortgage interest deduction for second homes under Hawaii income tax law. Requires the department of taxation to calculate the savings and transfer an equivalent amount of income taxes to the director of finance for deposit into the rental housing revolving fund.
Increases the rate of real estate conveyance tax for condominiums and single family residences ineligible for a county home-owner's exemption with a value of at least $2,000,000. Exempts from conveyance taxes documents and instruments conveying real property subject to a government assistance program approved and certified by HHFDC and used for the provision of affordable housing for qualified persons in the State. Removes maximum dollar amount of conveyance taxes that are to be paid into the rental housing revolving fund each fiscal year.
Requires the State to electrify its motor vehicle fleet by 1/1/2035.
Requires the Department of Public Safety to establish a firearm buyback center in each county in the State. Appropriates funds.
Prohibits police departments from acquiring certain types of military equipment and using certain types of equipment on protesters and demonstrators.
Prohibits certain state officials and employees from representing certain interests regarding any state administrative or legislative action for 12 months after termination from their respective positions.
Decriminalizes without penalty possession of up to one ounce of marijuana or one-eighth ounce of marijuana concentrate outside of a personal residence and up to ten ounces of marijuana or one ounce of marijuana concentrate inside a personal residence. Removes the penalty for transferring up to one ounce of marijuana or five grams of marijuana concentrate to individuals twenty-one years of age or older.
Establishes ranked choice voting for special federal elections and special elections of vacant county council seats.
Prohibits confining a pet animal in a manner that endangers their health or safety. Permits law enforcement officers, animal control officers, and first responders to enter an unattended vehicle to rescue a pet animal if there is a good-faith, reasonable belief that the pet animal is in imminent danger. Allows private citizens to rescue a pet animal that has been left in an unattended vehicle under certain circumstances.
