RELATING TO GOVERNMENT.

Amends the retirement allowance for a member who first earns credited service as a judge after 6/30/2031 to 1.75 per cent of the judge's average final compensation for each year of credited service as a judge. Requires the Department of Human Resources Development to study the impacts and benefits of reducing, from 10 years to 5 years, the minimum number of years of credited service that qualified Class H, Tier 2 members of the Employees' Retirement System must have to be eligible for vested benefit status for service retirement allowance purposes. RELATING TO DISABILITY HEALTH DISPARITY.

Requires the State Council on Developmental Disabilities to collect data and submit to the Legislature a report focused on the health disparities experienced by individuals with intellectual or developmental disabilities in the State prior to the convening of the Regular Session of 2027. Appropriates funds. (CD1)

RELATING TO ENERGY.

Allows electric cooperatives to recover wildfire mitigation, repair, and restoration costs through an automatic rate adjustment or other mechanism. Requires the Public Utilities Commission to initiate a proceeding for the adoption of rules, subject to the Governor's approval, to determine an aggregate limit for liability for economic damages from a covered catastrophic wildfire. Authorizes securitization of certain costs for electric utilities. Requires the Public Utilities Commission to conduct studies on whether the framework established in the measure adequately balances electric utility interests and compensation owed to catastrophic wildfire victims and on the establishment and implementation of a wildfire recovery fund and report its findings and recommendations to the Legislature. Appropriates moneys. (CD1)

RELATING TO IDENTIFICATION.

Requires the Department of Corrections and Rehabilitation to assist inmates with obtaining civil identification cards and other identification documents within a certain time. (HD1)

RELATING TO SMALL PURCHASES.

Increases the minimum amount for purchases constituting small purchase procurements that are subject to an electronic system, from $25,000 to $50,000. Requires a report to the Legislature. (CD1)

RELATING TO FIREWORKS.

Establishes the temporary Agricultural Enforcement Pilot Program within the Department of Law Enforcement. RELATING TO REVOLVING FUNDS.

Requires the Legislature, in establishing or reviewing a revolving fund, to ensure the revolving fund is financially self-sustainable by either annual projections that show that the revolving fund will be sustainable without appropriations of general funds or a schedule of projected collections of outstanding payments to the revolving fund. RELATING TO THE STATE BUDGET.

Appropriates funds out of the Mass Transit Special Fund for fiscal year 2025-2026, for a preliminary analysis of financing options for the planning, design, and construction for a park-and-ride facility adjacent to the Pearl Highlands rail transit station. Establishes a project priority list for use of remaining Mass Transit Special Fund balance after the minimum operating segment of the rail project is completed. (CD1)

RELATING TO THE EARLY LEARNING BOARD.

Requires one voting member of the Early Learning Board to have experience as a local provider of early childhood education and development services. Adds the Director of the Hawaii Head Start State Collaboration Office as an ex officio, nonvoting member to the Early Learning Board. Requires the Early Learning Board to invite the President of the Head Start Association of Hawaii, or their designee, to serve as an ex officio, nonvoting member of the Board. (CD1)
