RELATING TO PSYCHOLOGISTS.

Establishes a three-year pilot program in the County of Kauai and County of Hawaii to allow qualified psychologists under the supervision of a supervising physician or psychiatrist limited authority to prescribe certain psychotropic medications to patients between the ages of 18 and 65 years under the care of the psychologist. Requires the Board of Psychology to adopt rules. Requires the State Health Planning and Development Agency to report to the Legislature. (CD1)

RELATING TO DEAF INDIVIDUALS.

Authorizes deaf motor vehicle owners to register their vehicle as being owned by a deaf individual so that a deafness designation appears when a law enforcement officer accesses the motor vehicle's information. Effective 1/1/2027. (CD1)

RELATING TO CONSUMER PROTECTION.

Prohibits operators of smart household security devices from sharing user data with law enforcement agencies unless the user consents, the law enforcement agency obtains a judicial warrant, or there is an emergency situation involving a clear and present danger of imminent death or great bodily harm. Prohibits operators from requiring users to consent to the sharing of data with law enforcement agencies as a condition of using a smart household security device. Allows the Department of the Attorney General to bring a civil action against operators who violate certain requirements. (CD1)

RELATING TO EDUCATION.

Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. (HD2)

RELATING TO EDUCATION.

Requires the Department of Education to establish a two-year Student-Authored Book Publication Pilot Program. Authorizes the Pilot Program to be conducted for fourth, fifth, and sixth graders at up to five Kalihi public elementary schools and up to five Nanakuli-Waianae public elementary schools to be integrated into existing curricula. Appropriates funds. (CD1)

RELATING TO CONSUMER PROTECTION.

Makes it an unfair or deceptive act or practice for businesses to: advertise, display, or offer the price of live-ticket events or short-term lodging without clearly and conspicuously disclosing the total price; and misrepresent any fees or charges in any offer, display, or advertisement for the sale of live‑event tickets or short-term lodging. Specifies that any advertisement, display, or offer of short-term lodging or live-event tickets in compliance with the federal Rule on Unfair or Deceptive Fees are in compliance with this Act. (CD1)

RELATING TO THE BANYAN DRIVE COMMUNITY DEVELOPMENT DISTRICT.

Establishes the Banyan Drive Community Development District within the Hawaii Community Development Authority. Establishes the Banyan Drive Community Development District Special Fund. Specifies the powers and duties of HCDA as it relates to the District. Amends the composition of HCDA to include representatives of the District, Chairperson of the Banyan Drive Hawaii Redevelopment Agency, and a lineal descendant of the Waiakea Ahupuaa. Appropriates funds. (CD1)

RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES.

Clarifies that individuals with intellectual and developmental disabilities who meet an intermediate care facility or nursing facility level of care shall not be denied residency in a certified community care foster family home solely because of their disability or enrollment in a specific Medicaid waiver program. Requires the Department of Health to provide technical assistance and training to community care foster family homes. (CD1)

RELATING TO HEALTH INSURANCE.

Beginning 1/1/2027, requires all health insurers, mutual benefit societies, and health maintenance organizations in the State, including Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies under certain conditions. Allows the Department of Health and Department of Human Services to accept and expend funds from public and private sources to support the expansion of access to continuous glucose monitors. (CD1)

RELATING TO AQUACULTURE.

Authorizes the Division of Animal Industry of the Department of Agriculture and Biosecurity to adopt, amend, and repeal rules to develop an evaluation and authorization process to import and transport aquatic livestock in the State. Requires the Aquaculture Program to develop a biological aquatic risk-based framework and biocontainment standards for the aquatic livestock evaluation and authorization process. (CD1)
