RELATING TO VEHICLE WEIGHT TAX.

Repeals the county vehicle weight tax exemption for active duty military personnel who are stationed at a military installation or assigned active military duty in the State as of January 1, 2022. Expands the county vehicle weight tax exemption to include spouses of Hawaii National Guard or military reserves members who claim Hawaii as their residence of record and disabled veterans. Increases the total number of vehicles that are qualified for the weight tax exemption under certain conditions.

RELATING TO THE DISPOSITION OF PUBLIC LANDS.

Requires that the board of land and natural resources make certain determinations before approving public land dispositions. Restricts the board of land and natural resources from approving the disposition of public lands under certain circumstances.

RELATING TO ELECTIONS.

Requires a manual recount of election votes when the margin of victory is equal to or less than one hundred votes cast or equal to or less than one-half of one per cent of the votes cast, whichever is less.

RELATING TO ELECTIONS.

Enacts voting by mail uniformly statewide for all elections commencing with the 2020 primary. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2020 through 2025, regarding the implementation of a vote by mail system.

Establishes the Hawaii lottery and gaming corporation for the purpose of conducting gambling in Hawaii. Allocates proceeds to capital improvements at public schools and the University of Hawaii system, scholarships and educational loan repayments for medical students who practice in Hawaii for ten years, support for the family practice rural residency program, watershed protection, and reduction and prevention of problem gambling.
