Provides resident physicians and fellows participating in a graduate medical education program with the same incentives and protections as licensed physicians engaging in the health care peer review process.
Requires a fair market appraisal to be performed prior to any sale, lease, or exchange of any public land to a governmental agency without public auction.
Proposes a constitutional amendment to allow each gubernatorial nominee to appoint, prior to the primary election, a person from the same political party as a running mate for lieutenant governor in the primary election.
Excepts from the definition of historic property any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places. Clarifies that nothing in section 6E-10, Hawaii Revised Statutes, shall be construed to require review by the department of land and natural resources for a project on a private residence fifty or more years old that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.
Repeals the requirement for special inspection and certification of reconstructed vehicles prior to operation upon a public highway.
Prohibits defendants from claiming that discovery, knowledge, or disclosure of a victim's gender, gender identity, gender expression, or sexual orientation resulted in extreme mental or emotional disturbance sufficient to reduce a charge of murder to a charge of manslaughter unless the other circumstances of a defendant's explanation are already sufficient to reasonably find extreme mental or emotional disturbance.
Requires and appropriates funds for the Hawaii tourism authority to promote Hawaii's efforts to protect the environment, marine life conservation districts, and coral reefs and provide guidance on the dangers of sunscreens that contain oxybenzone and octinoxate and how tourists can help protect Hawaii's environment.
Requires a nine-month holding period before disposition of forfeited property by the attorney general. Establishes a claims process for a legal owner to pick up forfeited property within sixty days following the mandatory nine-month holding period, including notification requirements, if certain conditions are met.
Conforms state debt limit statements laws to include tax increment bonds if a constitutional amendment authorizing the use of such bonds and excluding such bonds from determinations of the counties' funded debt is ratified.
Establishes and appropriates funds for the affordable housing revolving fund to provide community development financial institutions with capital to lend to developers of affordable housing projects, under certain conditions.
