Establishes a task force to review the school impact fees law, the enforcement of the law, and recommend any necessary amendments. Appropriates funds for the administrative and operating expenses of the task force.

Provides immunity from liability for postgraduate resident physicians and fellows for medical malpractice claims arising from injury that occurs as a result of care that is provided while the resident physician or fellow is participating in an accredited training program under the supervision of a licensed faculty or volunteer physician.
Appropriates funds to establish a pilot program for dementia screening and outreach with an emphasis on the Native Hawaiian and uninsured populations.
Requires boundary amendments reflected in certain plans to be adopted in accordance with the approved plans, upon approval by the county land use decision-making authority, with concurrence from the land use commission. Increases housing inventory by prioritizing funding for public infrastructure in areas of planned growth, and provides a streamlined approval process for those projects.
Requires the University of Hawaii to collaborate with the Department of Education and the Department of Business, Economic Development, and Tourism to develop and implement an interactive web tool that will enable degree-seeking individuals to make better-informed decisions regarding their post-secondary education and career choices. Appropriates funds to develop web tool.
Exempts the department of transportation from board of land and natural resources approval for acquisition of property that will be used for highway purposes.
