Establishes general excise tax exemptions for food, medical services, and feminine hygiene products.
Authorizes the issuance of general obligation bonds and appropriates moneys for capital improvement projects to install, repair, and maintain air conditioning systems in the Nanakuli-Waianae complex area.
Clarifies that the prohibition against retaliation or discrimination by an employer against an employee for disclosing or inquiring about the wages of other employees does not authorize the disclosure of an employee's wages by anyone other than the employee.
Authorizes schools to accept donations in exchange for naming rights of school buildings, facilities, equipment, and fixtures.
Requires the department of transportation and the county transportation departments to adopt a vision zero policy that seeks to prevent and ultimately eliminate all traffic fatalities through a combination of engineering, enforcement, education, and emergency response strategies that focus on equity. Establishes a temporary working group to develop an action plan and review certain specified traffic policies and guidelines. Reports to legislature in 2020 and 2021. Appropriates funds.
Establishes a Hawaii retirement savings program and the Hawaii retirement savings program administrative fund. Requires the department of budget and finance to annually report to the governor and legislature. Appropriates moneys.
Requires, on or before 9/1/2019, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.
Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation.
Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.
Appropriates funds for capital improvement projects in the twenty-first senatorial district.
