Appropriates $5,000,000 to the county of Hawaii for the study, design, engineering, and land acquisition for a wastewater treatment plant for Pahoa, Hawaii. (SD1)

Authorizes the Hawaii community development authority to prepare a programmatic environmental impact statement for housing development projects on all lands within the Kakaako community development district. Allows the programmatic environmental impact statement, once it is accepted by the office of environmental quality control, to satisfy the environmental assessment and impact statement requirements for any housing development project within the Kakaako community development district.
Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund, dwelling unit revolving fund, and, contingent upon the enactment of S.B. No. 878 in any form, the home ownership housing revolving fund. Requires an amount of the funds appropriated out of the rental housing revolving fund be used to create permanent supportive housing units for chronically homeless individuals. (SD1)
Creates restrictions on the use of administrative segregation and disciplinary segregation in corrections facilities. Takes effect 7/1/2050. (SD1)
Requires that of the four seats on the OHA board of trustees without an island residency requirement, two shall require residency in an urban district and two shall require residency in a rural district. Requires one urban district candidate and one rural district candidate to be elected in any election cycle. Limits voting for board of trustees seats with a residency requirement to voters who have residency on the same island or in the same district. Changes the term of the member who receives the lowest number of votes in the 2022 general election to serve a term of two years and a term of four years after the general election of 2024. Takes effect upon approval; provided that part I shall take effect on January 1, 2024. (SD1)
Beginning in the 2022-2023 school year, requires each public elementary school or public charter elementary school to offer instruction in the basics of computer science and computational thinking. Beginning in the 2023-2024 school year, requires each public middle or intermediate school or public charter middle or intermediate school to offer instruction in exploratory computer science. Establishes reporting requirements.
Establishes the office of the affordable housing advocate to work with all state agencies that manage land to solve the housing shortage, and monitor, comment, and report on the State's production of affordable housing units, the development and implementation of laws, regulations, and policies relating to affordable housing. Establishes a line item in the budget of the department of land and natural resources for the operational expenses and staffing costs of the Hawaii association of conservation districts. Takes effect 12/31/2050. (SD1)
Allows incarcerated persons who were Hawaii residents immediately prior to incarceration to vote in Hawaii elections by absentee ballot. Takes effect 7/1/2050. (SD1)
