Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes the county to require the subdivider to establish a stewardship fund for maintenance purposes.
Creates a three-year pilot program to determine if state incentives tied to agricultural land leases can increase local food production. Makes an appropriation to improve na ala hele, the Hawaii statewide trail and access program, by improving access to and maintaining state controlled recreational trails statewide and promoting hiker safety and education and outreach regarding hiker etiquette, including Native Hawaiian culture, history, and traditional and customary practices connected to Hawaii's trails. Allows taxpayers to open an individual housing account in the name of the taxpayer's dependent. Authorizes low-income residents to establish an individual housing account to make payments for first month's rent or a rental deposit or to provide funding for downpayment assistance or fund closing costs. Includes community development financial institutions as an authorized trustee. Authorizes direct deposits into an individual housing account.
