RELATING TO INCLUSIONARY ZONING.

Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property.

RELATING TO WAILOA SMALL BOAT HARBOR.

RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state lowincome housing tax credit. Effective 7/1/2050. (SD1)

RELATING TO CHARTER SCHOOLS.

RELATING TO SENTENCING.

Allows a defendant who has been convicted of three misdemeanors in Waikiki to be sentenced to a probationary term of geographic restriction not exceeding years during which the defendant shall be prohibited from entering Waikiki during the hours of 6:00 p.m. to 6:00 a.m. Imposes imprisonment of thirty days for violation.

RELATING TO LAND.

Requires the land court to accept a valid government-issued photographic identification issued by the United States, this State, or another state as evidence to prove full name. Requires land court to give full faith and credit to public acts, judgments, and orders of other states that recognize name changes by usage or other method. (SD1)

RELATING TO EMPLOYEES.

Requires each state government branch to establish a shared leave program for state employees. Allows the chief executive of a county to establish a shared leave program for county employees. Precludes a state government branch from prohibiting leave sharing between different departments or bargaining units because of administrative infeasibility. Allows an employee's designation of beneficiary form to be filed with the department where the employee is employed and permits the designation to be made through a statement that is not verified or written.

RELATING TO INDIVIDUAL HOUSING ACCOUNTS.

Increases the cap amounts of the tax deduction for individual housing accounts. Repeals requirement for the payment of taxes on distributions used for the purchase of a first principal residence. Requires each employer in the State to provide its employees with an option for the automatic direct deposit of their wages into the employees' individual housing accounts.

RELATING TO CORRECTIONS.

Requires intake service centers to conduct pretrial risk assessments and prepare bail reports within two, instead of three, working days. Requires bail reports to include a complete copy of the pretrial risk assessment, including, among other requirements, a written explanation of administrative scoring overrides. Requires the pretrial risk assessment to include the defendant's financial circumstances and risk of violence or harm to any person and the general public. Requires the pretrial risk assessment tool and procedures to be reviewed every five years and the review findings publicly reported. Clarifies which research entities may receive a copy of the pretrial bail report. (SD1)

RELATING TO EDUCATION.

Requires the department of education to report the creation of any temporary positions to the legislature at least twenty days prior to the convening of each regular session.
